(619)553-4540. The Space and Naval Warfare Systems Center -- San Diego
(SPAWAR SSC-SD) invites proposals for defining and developing next
generation C4ISR Systems and Command Centers. This includes innovative
approaches to defining and documenting next generation C4ISR concepts
and Command Center abstractions, approaches to next generation C4ISR
system architectures and Command Center architectures, research,
development, test, and evaluation of advanced technologies in the areas
of battlespace visualization and display engineering, human-system
interfaces, collaboration, decision support, distributed information
management, advanced simulation, and seamless access to global
information. Consideration will also be given to innovative approaches
to management support and systems engineering of component and
sub-system technology integration as well as enhancements in the
demonstration process of sub-systems as well as overarching system
level demonstrations. Offerors should submit white papers which will be
used asthe initial mechanism to identify proposals that are evaluated
worthy of further consideration. The intent is to relieve both the
propsers and the reviewers from the burden of preparing and evaluating
a large number of detailed proposals. For those that are deemed
applicable and within funding limits, full proposals will be requested.
Evaluation of white papers and proposals will be performed using the
following criteria: All white papers should be produced on 8.5 inch by
11 inch white paper, in 12 point Times New Roman font, single spaced
lines, one-side printing. Margins should be 1.0 inches left and right
and 1.0 inches on top and bottom. Page numbers should be included at
the center of each page footer. Figures or tables may be included
either as separate pages or embedded within the text, at the author's
choice. If separate pages are used, they will be counted in the page
limit. White paper concepts should be limited to ten pages for
technical concept and no more than one page for cost. Technical and
cost should be bound together in white papers. The cove page should not
be numbered but should include the following information registered to
the left margin and starting at least one inch from the top of the

Identify as appropriate (At least one space) -- Name of submitting
organization (Prime if submission is for a team effort) (Space) --

white paper submission). An offeror who wishes to restrict the proposal
must mark the title page with a legend as appropriate. However, white
papers and proposals with unrestricted rights would be of most value to
the government and will be given most consideration. The awards will be
based upon evalation of white papers, subsequent proposals, and funding
availability. Evaluation of white papers will be performed using the
following criteria: 1) Potential contribution and relevance to the
SSC-SD mission in relation to meeting the objectives of the Advanced
Simulation, Human-Systems Interfaces & Integration Technologies for
Next Generation C4ISR Systems and Command Center efforts, 2)
Capabilities and related experience of the offeror's proposal in
relation to anticipated needs of the effort, 3) Suitability and
adequacy with which the proposed technical approach fits with
anticipated needs, and 4) Overall scientific or technical merit of the
proposed technology and application to meeting the objects of the
Advanced Simulation, Human-Systems Interfaces & Integration
Technologies for Next Geneation C4ISR Systems and Command Centers

announcement for acceptance of White Papers (which could subsequently
culminate in full proposals and/or contract awards, grants, and
cooperative agreements.) All responsible sources capable of satisfying
the Government's needs may submit a white paper proposal which shall
be considered. Historically Black College and Universities (HBCU) and
Minority Institutions (MI) are encouragedto submit proposals and join
others in submitting; however, no portion of this BAA will be set aside
to HBCU and MI participation due to the impracticality of reserving
discrete or severable areas of research for exclusive competition among
