A -- ENVIRONMENTAL SECURITY TECHNOLOGY CERTICATION PROGRAM (ESTCP) SOL BAA 98-010 DUE 050898 POC Dr. Jeffrey Marqusee, ESTCP, (703) 412-7688 BAA 98-010 The Environmental Security Technology Certification Program (ESTCP) is a demonstration and validation (Dem/Val) program for environmental technologies that address Department of Defense (DoD) requirements. The ESTCP is interested in receiving proposals for innovative technologies that address DoD cleanup requirements. This notice constitutes a Broad Agency Announcement (BAA) for ESTCP as contemplated in FAR 6.102(d)(2). Readers should note that this is an announcement to declare ESTCP's intent to competitively fund technology demonstrations for innovative environmental technology in selected topic areas described in the ESTCP Program Announcement. The Program Announcement can be found on the ESTCP Home Page accessible through the World Wide Web at (http://estcp.xservices.com). ESTCP will provide an independent validation of the technology's cost and performance. Proposers should state in their proposal that it is submitted in response to this BAA. No request for proposal (RFP), solicitation,or other announcement of this opportunity will be made. Before preparing a proposal, potential proposers should read the information provided in the ESTCP Program Announcement for details regarding the Program's objectives, topic areas, submission guidelines, and evaluation criteria. ESTCP is seeking proposals for environmental technologies in the following cleanup related topics only: 1) Unexploded Ordnance (UXO) detection and discrimination; 2) Cleanup monitoring for soil, sediment and groundwater sufficient to meet regulatory levels of concern, and 3) In-Situ remediation of groundwater contaminated with either chlorinated volatile organic compounds (VOCs), metals, energetics or mixtures containing these contaminants. ESTCP is now seeking these proposals as candidates for funding in Fiscal Year (FY) 1999. Awardees under this BAA will be selected through a two -- step process. To be eligible for consideration, interested parties must submit a pre-proposal white paper, including a signed original plus five copies, referencing this BAA to: Dr. Jeffrey Marqusee, Environmental Security Technology Certification Program (ESTCP), 901 N. Stuart Street, Suite 303, Arlington, VA 22203. Pre-proposal white papers sent via fax or e-mail will be disqualified. Pre-proposal white papers must be received no later than 4:00 PM EST on May 8, 1998. It is strongly recommended that pre-proposal white papers be sent via overnight carrier or certified mail to document and ensure receipt. Response Format: The pre-proposal white paper must concisely describe what technology the proposer has to offer ESTCP, including its level of development or maturity, and its cost/benefit. The pre-proposal white paper should follow the following format: 1. Short Descriptive Title: 2. ESTCP Topic Area: (i.e. UXO Detection, Cleanup Monitoring, or In-Situ Remediation for Groundwater) 3. Problem statement: The specific problem the proposed technology addresses. 4. Technology Description: Describe the technology that is being proposed and the technical objective of the specific demonstration.. Any limitations of the technology for different sites should be explicitly described. The project description should include the following information: (a) technical description and justification of proposed technology, including a description of how the technology is innovative, (b) evidence the technology is mature enough for demonstration (include references), (c) potential issues of concern and technical risks in taking the technology from the lab to field testing, (d) potential opportunities for application of modeling and simulation. 5. DoD Benefit: Quantitatively describe expected benefits in terms of reduced cost and risk. Assess cost/benefit per site (in terms cost per area or volume treated) or application. Provide realistic cost/benefit estimates over existing technologies and approaches. Provide a basis for the expected benefit. 6. Schedule: Explicitly describe any development, design, or treatability work required prior to field demonstration and expected schedule. Provide estimate for time required for field demonstration of the technology to provide data to validate the technology's performance for a typical application. 7. Cost Estimate: Provide an estimate for the level of funding required for any development, design, or treatability work. Provide a separate estimate for the cost for a typical field demonstration of the technology. 8. Performers: List all institutional performers involved in the proposed demonstration and their expected contributions. List the name and organization of the lead person(s) for each organization involved. Provide as an attachment a one page curriculum vitae for each of the principal performers. Pre-proposal white papers are limited to five pages, (not including the cover page and attached curriculum vitae). The format should be 12 point font, single-sided and single spaced, and all margins 1 inch. The cover page should be in the format provided in the ESTCP Program Announcement. Pre-proposal white papers should not be a brochure or advertisement or contain promotional information for existing commercially-available equipment, supplies, or services. Evaluation Criteria: Pre-proposal white papers will be evaluated against the following criteria: 1) Pre-proposal white paper must address topic area 2) Technology represented must be appropriate for demonstration 3) Technical Merit 4) Qualification of Performers 5) Cost/Benefit of Technology, 6) Current ESTCP Investments The ESTCP program office will treat all pre-proposal white papers and proposals as competition-sensitive information. All evaluators will be government employees. However, the ESTCP program office may use selected support contractor personnel to provide technical assistance to the Government evaluators. These contractor personnel are restricted by signed nondisclosure agreements from disclosing proposal information or using it for other than performing the assessments. Based upon the pre-proposal white paper evaluation by the Government, a submitter may be contacted for further information and may be encouraged to submit a full detailed proposal by a set time and date. Detailed requirements for the full proposal and sufficient information to develop an appropriate cost proposal will be given to the submitter at that time. Each pre-proposal white paper submitter will be notified on or about June 15, 1998 as to whether ESTCP encourages or does not encourage the submission of a full proposal. The white paper review step allows interested organizations to get initial ESTCP feedback on their technology without the expense of a full proposal. A request for submission of a full proposal does not indicate that a decision has been made to make an award for that proposal. Offerors who submit proposals that are ultimately considered beneficial for ESTCP's program may be awarded a contract for a demonstration. There is no commitment by ESTCP to make any contract awards, nor to be responsible for any money expended by the offeror before contract award is made for a demonstration.
