The National Institute of Standards & Technology (NIST), Optoelectronics Division, Boulder, CO intends to negotiate on a sole source basis with Dr. Douglas L. Franzen for nonpersonal services related to technical assistance needed to complete work in which Dr. Franzen was involved prior to his unexpected retirement. This contract shall not exceed 12 months in duration. Work must be performed at the Boulder Labs site in Boulder, CO. This notice is being posted in the event that the cost of these services should exceed $25,000. The technical services provided will support various programs of the NIST Optoelectronics Division including the Symposium on Optical Fiber Measurements; the NIST/Russian CRDF collaboration on measurements for light wave communications; the NIST/Telecommunications Industry Association collaboration on fiber optic test procedures; multimode fiber chromatic dispersion and differential mode delay measurements; ultraviolet calorimetric measurements of laser beams; precision jittermeasurements of mode-locked lasers; and microscopy based standards for integrated and fiber optics. No solicitation is planned. Any responses received from this notice by March 25, 1998 will be evaluated solely to determine if a competitive procurement would be in the Government's best interest. This procurement is being conducted pursuant to simplified acquisition procedures for noncommercial services. The provisions of FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items)(Feb 1998) are hereby incorporated by reference.
