A -- SEQUESTERED LADAR CAPTIVE FLIGHT DATA COLLECTION SOL MNK98-0011 POC Contracting Officer Jean Pulley @ (850)882-4294, ext 3402 The Air Force Research Laboratory Munitions Directorate (AFRL/MN) intends to award a contract for the collection of sequestered LADAR sensor data to support the Powered Low Cost Autonomous Attack System (Powered LOCAAS) program and the Office of the Secretary of Defense (OSD) Virtual Distributed Lab (VDL) effort. The time frame for the data collection is constrained to be May-June of 1998 so as to coincide with ongoing captive flight tests being conducted at Eglin AFB, FL. This effort will involve tactically realistic LADAR sensor data collection using a diode pumped solid state LADAR seeker in a manner consistent with the Powered LOCAAS operating characteristics. The collected data must be able to credibly duplicate the performance and operating modes of a documented Powered LOCAAS tactical sensor design (including scan geometry, transmitted power, pixel rates, range/angle resolution, range/angle jitter, motion compensation and ATR mode transitions) executing the corresponding Powered LOCAAS design flight profiles. The data will be collected over a period of approximately twenty-four flight hours over a two-week period using a contractor provided aircraft capable of approximating the tactical search velocity of the LOCAAS munition. The LADAR data collected will be deliverable to AFRL/MN for inclusion in the VDL, and approximately half of the data will be sequestered from the contractor for later use in the evaluation of Powered LOCAAS Autonomous Target Recognition (ATR) algorithms. Any potential bidder must have a flight worthy sensor, which is capable of collecting data directly applicable to the LOCAAS program in the time frame allotted for this activity. Due to the time constraints for this activity, there will not be time to develop and checkout a new sensor/pod configuration. For this reason, the captive flight system must have been previously demonstrated in captive flight. Firms having applicable interest, capability and background should submit particulars in accordance with Numbered Note 25 to WL/MNK, Eglin AFB FL 32542-6810, Attn.: Jean Pulley. Firms will be evaluated on their experience, personnel, and facilities. Responses to this synopsis must be received no later than 20 March 1998. Respondents to this notice will not be notified of the results of the evaluation of information submitted. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. After statements of compatibility have been screened, a solicitation will be issued to those prospective sources that, in the sole judgment of the purchasing activity, have the potential of successfully fulfilling the requirements of the planned contract. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2, respectively. The Air Force reserves the right to consider a small business set-aside based on responses hereto. This requirement may be pursued sole source if the Air Force determines that only one source is capable of satisfying the requirements. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors during the proposal development phase of this acquisition. All potential offerors should use established channels to voice concerns before resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
