C -- ARCHITECT AND ENGINEERING SERVICES SOL 549-65-98 DUE 040898 POC John Mraz (903) 583-6270 The Department of Veterans Affairs, North Texas Health Care System wishes to procure Architect-Engineer services to develop complete design drawings; including working and as-built drawings, construction documents and specifications for two (2) elevators at the Sam Rayburn Memorial Veterans Center, Bonham, TX. The electric passenger systems shall be replaced. This work includes replacing the drive machine;, selectors, controllers, cars, ropes, travel cables, governor assembles, wiring firefighter's service and any incidental work required to insure compliance with industry standards and Federal Codes. The proposed contract is unrestricted. Competitive negotations shall be used to award contract. The following evaluation factors and their importance as expressed in percentages totaling 100% shall be used in the source selection process to identify the most highly qualified sources: (a) Specialized experience and technical competence in the type of work to be performed (20%); (b) Ability to design withinbudget construction cost limitations and prepare accurate construction cost estimates (20%); (c) Capability to accomplish work in the required time (10%); (d) Quality control methods used to insure technical accuracy of worki (10%); (e) Professional qualifications of staff and consultants proposed for the project (15%); (f) Demonstrated success in prescribing the use of recovered materials, achieving waste reduction and energy efficiency in design work (15%); (g) Experience and capability to use CAD (5%); and (h) Firms professional reputation and standing (5%). Alll work under this contract shall be completed, exclusive of Government Review Time, within ninty (90) days. CD's for the project shall be provided on Auto CAD Version 14 along with one (1) set of Mylar reproducibles.
