C -- ARCHITECT AND ENGINEERING SERVICES SOL 549-64-98 DUE 040898 POC John Mraz (903) 583-6270 The Department of Veterans Affairs, North Texas Health Care System, wishes to procure Architect-Engineer services to correct the structural deficiencies of a building located at the Sam Rayburn Memorial Veterans Center, 1201 East Ninth Street, Bonham, TX 75418. The services shall include: providing a structural and sub-surface investigation; proposing a solution to correct the cracking of building walls; development of design drawings, working drawings, construction documents, as-built drawings, and specifications; a detailed cost estimate; site visits; and certified industrial hygiene services. The proposed contract is unrestrictted. Competitive negotiations shall be used to award contract. The following evaluation factors and their importantance expressed in percentages totaling 100% shall be used in the source selection process to identify the most highly qualified sources: (a) Specialized experience and techinal competence in the type of work to be performed (20%); (b) Ability to design within budget construction cost limitations and prepare accurate construction cost estimates (20%); (c) Capability to accomplish work in the required time (10%); (d) Quality control methods used to insure technical accuracy of work (10%); (e) Professional qualifications of staff and consultants proposed for the project (15%); (f) Demonstrated success in prescribing the use of recovered materials, achieving waste reduction and energy efficiency in design work (15%); (g) Experience and capability to use CAD (5%); and (h) Firms professional reputation and standing (5). All work under this contract shall be completed, exculsive of Government review time, within ninty (90) days. CD's for the project shall be provided on Auto CAD Version 14, along with one (1) set of Mylar reproducibles.
