SERVICES, NAVAL AIR STATION, PATUXENT RIVER, MD SOL N62477-98-D-3067,
N62477-98-D-3068 DUE 041398 POC Coralie A. Adams, 301.757.4705 This is
for two Indefinite Quantity/Delivery contracts for Environmental
Design and Engineering Services. The successful firms shall provide
Architect-Engineer Services for work including, but not necesssarily
limited to reports, studies, concepts and designs including development
of plans, specifications and cost estimates for competitive bidding or
negotiated procurement for projects at the Naval Air Station, Naval
Air Warfare Center (A/C), Patuxent River; Solomons' Annex, Solomons and
Webster Field, St. Inigoes, Maryland, and other remote outlying
facilities. The estimated start date is May 1998 for N62477-98-D-3067
and August 1998 for N62477-98-D-3068. They will be Indefinite Delivery
contracts with firm fixed Task Orders. The orders will placed on an
"as needed" basis intermittently for a period of time which shall not
exceed 12 months or $250,000, whichever comes first. The proposed
contracts will contain two options to extend the contracts for an
additional period of two years. Ifexercised, the A-E will receive
official notice of at least 60 days prior to the end of each year. Each
project will be a firm fixed price A-E task order. The guaranteed
minimum for the basic award is $12,500.00. SPECIFIC REQUIRED EVALUATION
CRITERIA IN RELATIVE ORDER OF IMPORTANCE INCLUDE SPECIALIZED EXPERIENCE
AND QUALIFICATIONS IN THE FOLLOWING AREAS: (1) Professional
qualifications and experience as a multi-disciplined firm (and its
subcontractors) in providing a broad range of environomental design and
engineering services for environmental plans and specifications,
studies of facilities which may be contaminated by various hazardous
materials, developing recommendations from these studies; providing and
implementing guidance based on these recommendations and customer
needs; and developing designs for the abatement of any environmental
deficienceies and implementing guidance based on these recommendations
and customer needs; and developing designs for the abatement of any
environmental deficiencies and implementation measures. The studies may
include, but not be limited to, hazardous materials and hazardous
wastes surveys with requisite management programs, indoor air quality
studies, air emissions inventories, storm water surveys, illicit
discharge surveys, ozone depleting substances surveys, asbetos surveys,
lead paint survey, solid waste, PCBs, and fume hood surveys. (2)
Specialized experience and technical competence in projects working
with environmental regulatory compliance in developing site
assessments, corrective action plans, designs and permits. These sites
may include, but not be limited to, underground storage tank (UST)
sites and other sites which may contain contaminated soil and ground
water, containment, spill control sites and forest/wetlands.
Specialized experience working in high security and explosive areas;
occupied buildings during construction; and knowledge of storm water
management/sediment erosion control requirements for Maryland. (3)
Professional capacity to sustain the loss of key personnel, while
accomplishing the work for multiple task orders within the required
time constraints. (4) Past performance on similar Navy or other DOD
contracts in terms of cost control, quality assurance,
interdisciplinary design review coordination and compliance with
performance schedules. (5) Current volume of work with respect to the
project teams availability and volume of work previously awarded to the
firm by DOD shall also be considered, with the object of effecting
equitable distribution of A-E DOD contracts among qualified A-E firms.
(6) Location in the general geographic area of the project and
knowledge of the locality of the project, provided that there is an
appropriate number of qualified firms for consideration. The A-Es who
meet the requirements described in this announcement are invited to
submit their completed SF 254 and SF 255, U.S. Government Architect
Engineer Qualifications, to Department of the Navy, EFA CHES, A-E
Contracts Branch, 22445 Peary Road, Naval Air Station, Patuxent River,
Maryland 20670-5504, Attn: Coralie A. Adams. Interested firms
responding in 30 days from this announcement will be considered for
selection. No other general notification to firms under consideration
for this project will be made and no further action is required. This
