L -- UDMH DISPOSITION SYSTEM SUPPORT INFRASTRUCTURE POC David Nemerow, Negotiator, (703) 325-6627, Billy G. Burks, Contracting Officer, (703) 325-6684 The Defense Special Weapons Agency (DSWA), Acquisition Management Directorate, proposes to procure, without using full and open competition, system support infrastructure for each of the three catalytic hydrogenation units already to be provided under contract DNA001-95-C-0066. The contract modification is to be awarded to Thiokol Corporation, P.O. Box 6889, Brigham City, UT 84302-0689. The urgent provision of the system support infrastructure for each of the three catalytic hydrogenation units is required to prevent a complete stop in the Russian Liquid Propellant Disposition project. The design and all associated data of the disposition units provided under the contract is proprietary to Allied Signal, the principle subcontractor to Thiokol. Consequently, Thiokol is the only one responsible source for the procurement. To award the system support infrastructure project to another contractor would result in substantial duplication of cost to the United States which is not expected to be recovered through competition. Examples of such costs would be the redesign of the system interfaces of existing UDMH equipment and associated equipment modification costs. Moreover, the time another contractor would require to become educated on the UDMH Disposition System project, all its equipment and to potentially re-design and modify existing equipment would produce unacceptable delays in fulfilling the government's needs.
