Laser Gyro Navigator (RLGN) and associated Navigation Systems
installation along with associated support peripherals (approximately
70% of the work ). Installations will be performed by Alteration
Installation Teams. This shall include GFE manufacturing support
(approximately 20% of the work), and engineering services in support of
the installations (approximately 10% of the work). Installation shall
begin in the October 1998 time frame. Most installations shall be
aboard ships, with some time restrictions with respect to the ships'
availability. There is a requirement for production/manufacturing of
some firm fixed priced items. This includes manufacturing of OU-174
Data Converters, AN/SRC-40 radio Sets, TS-3543/U Digital Data Test Sets
as well as various INCO kits and Diagnostic Test Kits. This equipment
shall be used in interfacing with the RLGN and installation work.
Contractor shall be required to have facilities in three locations in
addition to Norfolk, VA facility. These areas are: San Diego, CA, Pearl
Harbor, HI, and New London, CT. Special requirements such as size and
power availability are needed for these facilities in order that the
contractor can fabricate equipment foundations, chassis, frames and
other sheet metal components including machining, bending, drilling,
welding, etc. Personnel structure requires card carrying trade
personnel, i.e. riggers, shipfitters, electricians and welders as well
as engineers, technicians, drafters, etc. Many of these people are
required to have a extensive inertial navigation experience. Alteration
Installation Teams are required at the San Diego and New London
facilities as well as in the Norfolk area to perform installation and
testing of the AN/WSN-7. These teams are normally made up of at least
eleven types of workers. Oral Presentations for Best Value Source
Selection are required. A Cost-Plus-Fixed-Fee, indefinite-Delivery,
Indefinite-Quantity (IDIQ) with some Firm Fixed Priced CLINS,
installation/engineering service type contract (with task orders) for
a base year and four (one-year) option periods, will be awarded. The
Standard Industry Code is 8711, and the applicable size standard is $20
Million. This procurement will be issued on a full and open competition
basis. All responsible sources may submit a proposal which will be
considered. Requests for solicitation must state that neither the
requester, nor principle officials/owners, are currently
suspended/debarred from receiving contracts from any federal agency.
