requirement for commercial services to develop outcome measures for the
ACC Family Support Center's Personal and Family Readiness and Personal
Financial Management programs in accordance with the requirements of
the Government Performance and Results Act of 1994 (GPRA). The
methodology for outcome measurement development and the analysis
procedures will be consistent with the recommendations of the
Government Accounting Office (GAO). Overall, the specific outcome of
this project will be a detailed, written report which will enable ACC
to measure the outcomes of its Family Readiness and Personal Financial
Management Programs. The report will specify how the effectiveness and
efficiency of the Family Readiness and Personal Financial Management
Programs can be assessed in accordance with the GPRA. The final report
will be due by 30 Sep 98. The Government will furnish or make
available to the Contractor any documentation and or guidance deemed
necessary to accomplish the task. The government is prepared to fund
limited travel via invitational travel orders. This action will be
issued as Request for Quote (RFQ), F44650-98-T0104, with an anticipated
award date of 27 Mar 98. The RFQ will be posted on the ACC CONS Home
Page (linked hereto) on or about 6 Mar 98. As part of their quotations,
offerors will be required to submit all information required by the
RFQ, including a technical proposal, fully executed Representations and
Certifications, and past performance data. Due date for submittal of
quotations is set forth in the RFQ, but will be on or about 18 Mar 98.
The technical proposals will be evaluated in accordance with criteria
set forth in the RFQ. Based on this evaluation, award will be made to
the offeror determined to provide the best value to the government.
The Standard Industrialization Code (SIC) for this action is 8742,
which has an associated size standard of $5.0 million in annual
revenues. The following FAR and DFAR provisions and clauses are
applicable to this procurement: 52.212-1, Instructions to
Offerors-Commercial Items; 52.212-3, Offerors Representations and
Certifications-Commercial Items; 52.212-4, Contract Terms and
Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items;
and 252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of

Anticipated period of performance will be from 1 Apr 98 through 30 Sep
