Distribution Depot San Joaquin is seeking potential sources that have
an interest in submitting offers for future acquisition of operation,
maintenance and repair services for wastewater and potable water
systems at the Defense Distribution Depot San Joaquin, Sharpe (Lathrop,
CA)and Tracy (Tracy, CA) depots by means of a combination firm
fixed-price and indefinite quantity contract. The contractor is to
provide all labor, transportation, equipment, materials, supplies,
management, coordination and supervision required to operate, maintain,
and repair wastewater collection systems, potable water system, well
pumping stations, sewage lift stations and treatment facilities. The
existing wastewater treatment plants were constructed in the 1940's.
Each of the plants are a compact, cast-in-place concrete mechanical
plant with a design capacity of approx. 380,000 gallons per day. Each
plant consists of a primary clarifier, primary trickling filter,
secondary clarifier, secondary trickling filter and a chlorine contact
basin. Sludge from the clarifiers is pumped,digested and then moved by
gravity flow to sludge drying beds. Treated water is pumped to the
existing percolation/evaporation ponds on site. Existing plant flow
rates for each site range from 40,000 gallons per day to 80,000 gallons
per day. There are seven (7) sewage lift stations at Sharpe depot and
two (2) lift stations at Tracy depot. Each depot water distribution
system consists of groundwater wells (4 at Sharpe and 3 at Tracy),
domestic and fire booster pumps (4 domestic and 4 fire pumps at Sharpe,
and 2 domestic and 5 fire pumps at Tracy), two elevated storage tanks
(75,000 gallons for Sharpe and 250,000 gallons for Tracy), and a
500,000 gallon concrete ground level storage reservoir, mains,
services, valves, and appurtenances. The highest average day demand is
320,000 gallons for Sharpe and 150,000 for Tracy. The Defense
Distribution Depot San Joaquin is operated under the guidelines of
California State Water Resources Control Board and Department of Health
Services. In addition to a normal operating staff, a State Certified
Laboratory is required to maintain state certifications for sampling,
analysis and reports on both drinking water and waste water. Interested
sources should provide a written statement of interest along with a
statement of their capabilities and experience in oparation and
