The Naval Air Systems Command intends to conduct a full and open
competition for a Supersonic Sea Skimming Target. The United States
Navy has a requirement for a cost-effective aerial target system to
simulate a Supersonic Sea Skimming Anti-Ship Cruise Missile (ASCM)
Threat. The Supersonic Sea Skimming Target will support weapon systems,
research, development and realistic test and evaluation of ship
self-defense systems. The Navy is anticipating awarding a Cost
Reimbursement Type Contract for the Non-Recurring RDT&E. This will
include $3.5 million in FY 1999, $7.0 million in FY 2000, and $6.0
million in FY 2001. There will be priced production options for the
qualified target, consisting of 20-25 targets per year for up to four
option years. The funding for this option is to be determined, however
a unit cost objective is $600,000. The potential target needs to
comply with the following nominal performance parameters: Range 45nmi
-- 30nmi cruise and 15nmi terminal maneuver; Speed 2.3 mach; Altitude
-- 30ft at cruise and 15 ft at terminal maneuver; Terminal Maneuvers
12g; End-Point Accuracy 300ft; Body Length 17.8ft; and Diameter 1.2ft.
Detail performance parameters will be supplied in the performance
specification. The schedule for this competition is tentatively as
follows: early April 98-Draft Performance Specification Release; mid
April 98-Draft Statement of Work Release; early May 98-Draft Request
for Proposals; early June 98-Industry Comments Due; early July
98-Request for Proposals Release; September 98-Proposals Due; December
98-BAFO; February 99-Contract Award. All responsible sources may
submit a proposal which shall be considered by the agency. The Navy
intends to release the Request For Proposals, including any subsequent
amendments, only over the Internet. The solicitation will reside on
the NAVAIR Home Page located on the World Wide Web (WWW). The WWW
server may be accessed using client browsers such as NETSCAPE and
