synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement consitututes the
only solicitation; quotations are being requested and a WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is
FWS1-98-31(EM) for this Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-03. Standard Industrial
Classification Code 5074 applies. **Provide your written quotations for
the following item. Quotation must include a total price for portable
pump and power unit. Pump and power unit shall be ready for use and
have the following minimum specifications but not limited to: Pump:
Shall have a 12" discharge and the frame higher from the ground in the
center than on the ends to allow the pump to be installed down steep
banks (comparable to the Crisafulli "Humpback" or the Gator
"Ditchrider" designs). Power Unit: Shall be a diesel, air-cooled engine
and include enough horsepower to pump a minimum of 4000 gallon per
minute through the 12" pump at 20 feet total head, at normal operating
RPM. Normal operating RPM as described here means that a minimum of
4000 gallon per minute can be pumped continuously without exceeding
manufacturers recommended speed. Power unit shall be mounted on a
trailer and include a rapid shutdown system for low oil pressure and
high engine temperature. It shall also contain a fuel tank system with
a capacity to be capable of continuous operation for a minimum of 8
hours. The power unit trailer shall have a draw-bar/drop-in hook-up
installed on the tongue, to facilitate towing by a tow-bar on a farm
tractor. The tongue shall include a safety chain and have a trailer
jack installed for support while detached from transportation
equipment. A minimum of two (2) rear stabilizer supports shall be
installed on the rear of the trailer. The back of the trailer shall
have a pin connection for fastening to a pump hitch. Miscellaneous:
Shall include attachments to connect the power unit to the pump (PTO
power drive shaft), three (3) lengths of 12" x 50' rubber (butyl)
discharge hose and four (4) 12" reusable hose clamps. Safety guards
shall be installed as appropriate. Offerors shall also be responsible
for submitting all additional information on the above product
necessary for the Government to Determine whether the product offered
meets fair and reasonable price. The following clauses and provisions
