This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation, No.
F02604-98-Q0266 is issued as a request for quotation (RFQ). This
solicitation document, incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-4. This acquisition is
reserved for small business; SIC: 2542; Size Std.: 500 employees.

Each; Description of Supplies/Services: Construction and fabrication of
three-bay vertical rack configuration for Unmanned Aircraft Vehicle
(UAV). Materials to include 3 Bay Assembly(p/n:990-4183-0100),8ea.,
which consists of the following items: 1.) Frame VR w/o base and PMAs

15.) Finish, Beige Smooth, (p/n: 0152-002)..General: The three bay rack
configuration shall consist of: Bay-1: A heavy-duty vertical rack,
29-1/16"w x 24"d x 71-7/8"h (including base) w/panel opening of
24-1/16"w x 63-1/8"h Bay-2: A heavy-duty vertical rack 24-1/16"w x 24"d
x 71-7/8"h (including base) w/panel opening of 19-1/16"w x 63-1/8"h.
Bay-3: A heavy-duty vertical rack 29-1/16"w x 24"d x
71-7/8"h.(including base) w/panel opening of 24-1/16"w x 63-1/8"h.
Construction: Frames shall be constructed of 14-gauge, cold rolled
sheet steel, formed channels having seven mutually perpendicular bends
to form 3/4" deep recesses at the front, rear, top, bottom, and sides
of the sub-assembly. Frame sides shall have 1-1/8" wide flanges in
which 1/4" diameter holes shall be drilled on the 3-1/2" centers
vertically for the attachment of angle Mounting Angle Support Channels
and Side Closure Panels. The faces of the frame channel members shall
measure 1-3/4" in width. Frame transverse members shall be formed of
14-gauge cold rolled sheet steel with seven mutually perpendicular
bends to form 3/4" deep ledges to match the frame sides. The ends of
the transverse members are formed to match the formed ledges or
recesses in the frame sides. Frame-side sub-assemblies shall be arc
welded at the corners and ground smooth. Transverse members shall be
arc welded to the frame-side sub-assemblies at the inside ends of the
transverse members on two planes to form the double-ledge, double plane
corner at the intersection of the transverse members with the frame
sides. Arc welding shall use the tungsten inert gas shielded process.
Panel Mounting Angles (PMAs): Each vertical rack shall have (4) four
Panel Mounting Angles bolted to vertically adjustable Angle Support
Channels with 1/4-20 hex head screws engaging 1/4-20 cage nuts in the
support channel. Panel Mounting Angles shall be made of hot rolled
steel formed into an angle shape 1-1/2" x 1-1/2" x 3/16", edge rolled
to eliminate sharp edges. They shall have a series of #10-32 diameter
tapped holes per EIA Standard RS-310 (Rev SE-102) for use with spring
type fasteners. A separate series of 5/16" diameter punched holes shall
be provided for bolting the PMAs to the support channels. All PMAs
shall be zinc plated per Fed Spec 00-Z-325type II Class 3. PMA Support
Channels: Each vertical rack shall have eight(8) (four per side),
Panel Mounting Angle Support Channels, formed of 16-gauge cold rolled
steel and attached to the frame-sided weldments by four 10BA x 23/32
Phillips hex head sheet metal screws and four spring type fasteners for
each channel. PMA Support Channels shall be vertically adjustable in
3-1/2" increments along the 1-1/8" frame-side flanges. They shall have
11/32" square holes along their center line, on 1-3/4" centers, to
accept snap-in 1/4-20 cage nuts for the attachment of Panel Mounting
Angles. Bases: Each vertical rack shall have a removable base made of
12-gauge cold rolled steel, formed to a channel section of 3-1/2" high
with 1" flanges and bolted to the rack frame weldment by four 1/4-20
x 3/2" hex head Sems machine screws and 1/4-20 hex Keps Nuts.
Triangular, flinged, 12-gauge anchor plates with 5/8" diameter mounting
holes shall be spot welded into the bottom corners of the base for
stability. Side Panels: A removable side panel with latch shall be
provided for the outboard side of Bays 1 and 3. Side panels shall be
formed of 16-gauge cold rolled steel with return flanges. Rear Doors:
Bays 1 and 3 shall be provided with removable rear doors, louvered at
the top. Doors shall be formed of 16-gauge cold rolled steel with
return flanges and provided with 20-gauge cold rolled sheet steel, hat
section, re-inforcements. Each door shall have extruded separable
aluminum hinges operating a two-point latching mechanism. Bay 1 doors
shall be hinged on the right; Bay 3 doors shall be hinged on the left.
Frame Joining: The three bays shall be joined together (side by side)
using six(6) 1/4-20 x 1/2" Hex Head Sems machine screws at each
joining interface. Finish: Each rack, panels and doors shall be painted
smooth with a beige color, alkyd, semi-gloss enamel, baked on. All
parts to be painted shall be thoroughly and chemically treated to
ensure clean, properly etched surfaces for the application of
paint.Award will be made to low-priced technically acceptable offeror.
To be technically acceptable, offeror must demonstrate that the item
offered satisfies the descriptive requirements specified herein.
Proposals offering items other than the suggested manufacture shall be
accompanied by descriptive literature. Desired delivery : Delivery
will be made to comply with the following schedule: Two(2) cabinet
assemblies shall be delivered on 1 June 98. Two(2) cabinet assemblies
shall be delivered on 1 July 98. Two(2) cabinet assemblies shall be
delivered on 1 August 98. And two(2) cabinet assemblies shall be
delivered on 1 September 98. FOB: Destination to Luke AFB, AZ. The

Items applies to this solicitation. Offerors shall include with the
submission of their offer a completed copy of the provision at FAR
