the November 1997 CBD announcement regarding the MICH Market Survey,
the United States Special Operations Command has a need for the
development and production of a Modular Integrated Communications
Helmet (MICH). This requirement is part of significant modernization
effort of the joint Special Operations Forces called SPEAR (Special
Operations Forces Personal Equipment Advanced Requirements). MICH is a
single, modular headgear that provides ballistic (handgun/rifle)
fragmentation, aural and impact protection, while being night vision,
communication, nuclear, biological and chemical (NBC) equipment
compatible. The MICH will be used throughout the spectrum of Special
Operations Forces (SOF) operational continuum, from humanitarian
assistance and peacekeeping, to counter-terrorism and
counterinsurgency, to low intensity conflict and full-scale war. The
Government's intent is to release a draft Request for Proposal (24
March 1998), obtain industry comments (2 April 1998), hold a
pre-solicitation conference (8 April 1998), release an RFP (24 April
1998) for a 2 phased Indefinite Delivery/Indefinite Quantity (IDIQ)
Contract. The government will utilize a Statement of Objectives (SOO)
acquisition approach with the RFP (details of this process will be
briefed on 8 April 1998). Contract ceiling will be 10,000 MICH systems
with spares and replacements. The intent will be to make multiple
awards for the Phase I -- Product Demonstration Model (PDM) phase of
the contract, then, after operational and technical evaluations of the
PDM's, and review of the contractor Verification Test Data, the
government will downselect to the optional Phase II Production and
Sustainment phase and award of Production Delivery Order. The draft RFP
