(202) 219-6445 The following information constitutes a market survey
of industry to determine interest/capabilities of potential sources.
The U.S. Department of Labor, Bureau of Labor Statistics, Office of
Compensation and Working Conditions, has a requirement for analysis of
toxicology data for approximately 3,000 victims who are fatally
injured at work. A fixed price contract is contemplated with a one-year
base period plus two one-year option periods. The contractor will be
required to arrange for a fully qualified and appropriate medical
professional who is knowledgeable in the analysis of alcohol and
substance abuse to analyze toxicology data and prepare a summary
written report on the relationship between drugs and the fatal
workplace incidents. (Hence the person doing the analysis will be
referred to as the ANALYST.) (1) The analyst will be required to
possess a medical degree or a PhD in a related scientific field(such as
biology, chemistry, pharmacology, or toxicology) and must have medical
and toxicologicalknowledge in the area of alcohol and substance abuse;
(2) the analyst will be required to be a nationally recognized expert
in the field for analyzing toxicology data from autopsy and medical
examiner reports; (3) the analyst will be required to have published
reports on toxicology; and (4) the analyst will be required to have
exposure working on interdisciplinary teams including economists,
epidemiologists, statisticians, union officials, industry
representatives, hospital authorities, and medical professionals. The
applicable SIC code and size standard for this acquisition are 8733 and
five million dollars, respectively. Vendors interested in performing
the work must provide experience in the form of an outline of projects
for specific relevant work, completed or currently being performed,
including contract numbers, description of work, points of contact with
telephone numbers, facilities, professional qualifications and specific
experience of personnel identified to perform the work, and any other
pertinent information which will enable the government to assess each
vendor's capabilities. Replies to this survey must be furnished in
triplicate, cite its number (RFI T.N. 98-18), and be received no later
than the close of business on March 24, 1998. Vendors must (1) state
whether they are large or small business concerns based on the size
standard above, and (2) indicate if they are small disadvantaged or
women-owned businesses. The government reserves the right to compete
any acquisition resulting from this survey among small businesses or to
make the award to an 8(a) firm, based on the responses received. This
synopsis is for planning purposes only and does not commit the
government to pay for the information requested, issue a solicitation
or award a contract. No technical or solicitation documents exist now.
