Engineering Field Activity Chesapeake, Contracts Office is currently
seeking sources for various civil engineering services for construction
projects at the Naval Air Station/Naval Air Warfare Center Aircraft
Division, Patuxent River, MD; Naval Air Station, Solomons Annex,
Solomons, MD; Webster Field, St. Inigoes, MD; and other remote outlying
facilities. Provided an appropriate number of qualified firms respond,
the geographical area of consideration for this contract is limited to
Southern Maryland, (Calvert, Charles and St. Mary's counties). The
contractor selected will need suffient flexibility to be available on
an "as needed basis" to perform civil engineering services with
supplemental multi-discipline engineering support. Design services will
include but not limited to site planning and development, stormwater
management handling facilities, utilities including storm sewer, runway
pavements and facilities, sanitary sewer and water distribution,
roadway, parking lot facilities, and development of construction
documents, including plans, specifications and cost estimates.
Engineering services will include but are not limited to geotechnical
investigations wetland delineation and mapping, environmental
investigations topographic surveys, traffic studies, archeology
investigations and development of engineering studies and reports. The
majority of task orders issued under this contract will be for
engineering service. The contract will be for an indefinite delivery
type where orders will be placed intermittently for a period of time
which shall not exceed 12 months or $250,000.00 whichever comes first.
The proposed contract will contain two options to extend the contract
for an additional two year period. If exercised, the A-E will receive
official notice at least 60 days prior to the end of each option. Each
project will be a firm fixed price A-E task order. The guaranteed
minimum for the basic award is $12,500.00. The estimated award date is
June 1998. Selection evaluation criteria will include: (1) Recent
specialized experience of the firm in civil design and engineering
services with supplemental multi-discipline engineering support; (2)
Profesional qualifications of the firm and staff proposed for
performance of the projects; (3) Capacity to accomplish multiple
projects within required time; (4) Location of the firm, with respect
to the Naval Air Station, provided an appropriate number of qualified
firms respond therein; (5) The firms Quality Control/Quality Assurance
program and practices, and (6) Firms having and operating capabilities
with SPECINTACT; (7) Firms having a CADD system compatible with AutoCad
and AutoCADD Microstation 95. Each firms past performace(s); and
performance ratings will reviewed during the evaluation process and may
effect the selection outcome. Architect- Engineer firms which meet the
requirements listed in this announcement are invited to submit a
completed Standard Forms 254 and Standard Forms 255, U. S. Government
Architect-Engineer qualifications, to the office shown above.
Experience in Block 10 of SF254 should not be more than five years old.
Only firms responding to this announcement by close of business on 6
April 1998 will be considered. Firms having a current SF-254 on file
with this office may also be considered. This is not a request for
