(Site Code DADA16) This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. Solicitation DADA16-98-T-0154 is a Request for Proposal.
Pacific Regional Medical Command, Hawaii has a requirement for a
Research Program to support Operational Research with both Fiscal and
Technical Resources. Period for Services: 1 Apr 98 -- 31 Mar 99.
Background-The Center of Excellence (COE) in Disaster Management and
Humanitarian Assistance has a congressionally mandated mission to
provide and facilitate research in civil-military operations,
particularly operations that require international disaster management
and humanitarian assistance. The COE has established a research
program to support operational research with both fiscal and technical
resources. The COE requires that a contract be established with an
institution of higher learning capable of managing a primary contract
for the COE and all approved research proposals awarded via task orders
against the primary contract. The Contractor shall: 1) Serve as the
primary contractor for the COE. Provide management of contract and to
provide fiscal management for all sub-contracts awarded for operational
research supported by the COE. 2) The contractor will maintain the
books of original entry and keep the official record of all such
commitments and disbursements. 3) Be responsible to the COE for
business, fiscal and other matters including, but not limited to,
audits, financial statements and other information necessary for
reporting to the Center. 4) Not assign or subcontract any of its
duties, obligations or interest under this agreement without the prior
written consent of the COE. 5) Insure that no person performing under
this agreement, including any subcontractor, employee or agent of the
RCUH, shall engage in any discrimination that is prohibited by any
applicable Federal, State or Country law. 6) Submit periodic invoices
to the COE, which shall detail the expenditures for the period,
including indirect costs. 7) Be regionally located near the COE as to
facilitate timely contract oversight. The following factors shall be
used to evaluate offers: past performance, experience, qualifications,
regional location, and price. The solicitation document, provisions
and clauses herein are those in effect through FAC 90-46. The following
