R -- USAID ENERGY POSITIONS IN EUROPE AND NEW INDEPENDENT STATES DUE 043098 POC Contact Point: Mrs. L. Fendell, 202-712-4295 The Bureau for Europe and New Independent States of the US Agency for International Development is seeking several energy Personal Service Contractor (PSC) professionals to work in field missions in selected countries of the region. The positions involve working with senior energy officials of host government and with private sector organizations on a range of energy assistance programs in electric power, oil and gas, energy efficiency and global climate change, providing support for the management, monitoring and evaluation of US-AID-funded technical assistance and training activities. The objectives of these programs include restructuring and privatization of state energy monopolies, establishment of energy regulatory bodies and the legal framework for market development and foreign investment, preparation of projects for development banks or private financing, introducing commercial management practices in utility companies, fostering of energy service companies and investments in energy efficiency and environmental improvement, and regional networking and system integration. Countries for which energy professionals are sought include but are not limited to: USA,Washington, DC; Overseas: Romania, Georgia, Ukraine, Moldova, Russia, Armenia, and Kazakstan/Central Asian Republics Regional Mission. Candidates should have a minimum of five years experience in energy program or project management, with demonstrated experience in economic and institutional aspects of energy sector reform/restructuring. Compensation will depend on experience and salary history, but it is expected to range from $60,000 to $78,000.
