Phase-one of the selection process is completed. There were three (3) most qualified contractors selected: (1) Actus Corporation/Sundt Corp, A Joint Venture, 221 Gateway Road West, Suite 405, Napa, CA 94558-6279; HND/Hawaiian Dredging (JV), 614 Kapahulu Avenue, Honolulu, HI 96815; and Hunt Building Corporation, 4401 N. Mesa, Suite 201, El Paso, TX 79902. The RFP will be available on/about 16 March 1998. ONLY THESE THREE FIRMS SELECTED WILL SUBMIT PROPOSALS FOR PHASE TWO. The RFP is available to suppliers and subcontractors to quote to these firms at the following prices: $ 33.00 for a set consisting of Compact Disc (CD-ROM) for SEI Drawings, 3.5" hard diskette for SF 1442 and specifications, and paper (hardcopy) for attachments; and $58.00 for a set of all paper hardcopy. Project Description: Provide design and construction for Navy Family Housing units at Hale Moku, Naval Base, Pearl Harbor, HI complete and ready for use. A total of 318 replacement housing units are intended: Phase I, 72 two-bdrm units, (Base Item); Phase II, 150 two-bdrm units (Option 1); and Phase III, 96 three-bdrm units (Option 2). Demolish existing units, design and build new dwelling units, totlots, playlots, recreation facilities, and roadway systems. Provide Air conditioning and solar hot water system for dwelling units. Option 1 will be exercised in 180 calendar days after award of base item, and Option 2 will be exercised in FY00. Completion times: Base Item 1, 525 days; Option 1, 458 days; and Option 2, 525 days. The following evaluation factors will be used to select the best value: (1) Price; (2) Technical Factor A -- Proposer's Quality of Past Performance, Factor B -- Quality of Building and Site Design, Factor C -- Building Engineering, Material, Quality and Maintenance, Factor D -- Added Quality of Building and Site Design, and Factor E -- Subcontracting Program/ Plan, and subfactors under each major factor. Large business concerns are required to submit a Subcontracting Plan. The price and technical evaluation factors are to be considered of equal value. This is a firm fixed-price contract. The budget ceilings are: Base Item 1, $11,600,000; Option 1, $26,690,000; and Option 2, $17,705,000. The offers received will not be publicly opened.
