for plans and specs. Chinle Juvenile Service Center, Project No. 94N5J,
Serial No. BIA-0150-98-01, consist of Base Bid -- Supply all labor,
equipment, materials for the construction of new Juvenile Detention
Center of approximately 30,000 square foot and located within the
Chinle BIA Agency Compound, Chinle, Arizona. The construction is
exterior concrete block walls and partitions with split-faced and
painted concrete masonry unite (CMU) veneer and glazed CMU at the
interior walls. The foundation system includes concrete strips and
spread footings with concrete slab on grade. Roof system includes steel
bar joists metal deck and single-ply membrane roofing. The interior
partitions consist of concrete block and gypsum board walls. Ceilings
include acoustical title and gypsum board on suspension systems. Other
interior finishes include, ceramic floor and wall tile, carpet, vinyl
composition tile, and concrete. Exterior work includes construction of
access roads, parking lot, curb and gutter extension of electrical and
water services to building. The access drives consist of asphalt
paving with concrete walk. Chain link fencing is to be provided for
entire site. Security and safety systems will include detention type
doors and frames, electric locks, fire alarm, fire sprinkler system,
and standby electrical power. Site work includes entry drive, visitor
and service parking, chain link fencing, landscaping, and storm drain
outfall. Award of any contract resulting from this solicitation shall
be subject to Section 7(b) of Pub. L. No. 93-638 (25 U.S.C. 450(e) and
41 C.F.R. 14.1354 which require that preference in subcontracting be
given to Indian/Alaska Native economic enterprises and preference in
employment and training be given to Indian/Alaska Native Individuals.
Consistent with these authorities, potential bidders shall advertise
and solicit subcontracting opportunites from Indian/Alaska Native firms
for suppliers and services. Section 7(b) plan requirements will be
specified in the bid document. Bidders shall request names of potential
subcontractors and suppliers from the Tribe(s) on or near whose
reservations the work under contract shall be performed. The potential
awardee shall be required to submit its plan to implement Section 7(b)
when requested by the Contracting Officer. Failure by the bidder to
submit its plan when required and implement same after award shall be
sufficient reason for non-award of a contract or termination of
contract award for default. The procurement is subject to the Small
Business Competitiveness Demonsration Program, Pub. L. No. 100-600. The
construction price range for Serial No. BIA-0150-98-01 is between $5
Million and $10 Million. Bid documents will be available after March
25, 1998 at a cost of $100.00 per set, non refundable and payable in
