Officer, 205/876-4189. The Department of the Army requires the
following items to support the MOUT complex at the Joint Readiness
Training Center (JRTC) in Ft. Polk, LA. The supplies/services required
include Human-like Targets (man, woman, and child), Signature
Enhancements (Non-mortal, head woun, mortal wound-other than head,
MILES laser shootback capability, thermal signature, two-way
communication system, animation, and sliding mechansim), Spare parts,
Target lifting devices (horizontal and vertical), Training on MOUT-IS,
Vehicle Target (VT), System Engineering and Integration Support for
the MOUT-IS ITS and VT. The basic requirement will be for the following
quantities or range of quantities -- Human Targets (male 6-10 ea.,
female 2-4 ea., child 2-4 ea.), Signature enhancements (Non-mortal
wound 6-14 ea., head-wound 6-14 ea, Mortal wound other than head 6-14
ea., MILES Laser shootback capability 6-10 ea., Thermal Signature 8-14
ea., two-way communication system 10-18 ea., animation 2-10 ea.,
sliding mechanism 1 ea.),Vehicle Target 1 ea., Target Lifting devices
(Horizontal 5 ea., Vertical, 5 ea.), System Engineering (MOUT-IS, 1
lot, VT 1 lot), Integration Support (MOUT-IS ITS 1 lot, VT 1 lot). The
solicitation will also include 4 option years for additional
quantities of all basic requirements. The solicitation will be issued
on or about 24 March 1998, and it is anticipated that the proposals
will be due to the Government 30 days from issuance of solicitation.
The Government will conduct a pre-proposal site survey at Ft. Polk, LA.
The proposal effort requires a physical demonstration of essential
characteristics in addition to a written proposal. Data items will be
priced so that a determination can be made as whether to include
various data items or not, given the awardee's approach. System
acceptance testing includes testing at a contractor's "mock-up
facility", i.e., SIGCOM in Canton, NC. This is a small business
