NASA/MSFC plans to issue a NASA Research Announcement (NRA) for will solicit proposals that offer new and innovative reusable technologies which will enable low cost space transportation in the near term and maintain U.S. leadership for the long term. The Government s intent is to enhance U.S. commercial space launch competitiveness by developing advanced reusable technologies for application to future transportation systems that would result in a significant reduction of transportation cost. Proposals should focus on a core technology effort and/or a Reusable Launch Vehicle (RLV) technology effort. Core activities are focused on providing for the advancements in fundamental airframe and propulsion technologies which may enable or enhance a broad range of future reusable space transportation systems. Reusable Launch Vehicle focused activities are to support government and private sector decisions by the end of this decade to commercialize an operational next-generation reusable launch system. Government laboratories are available to team with interested industry partners to accomplish this development effort within the capabilities and resources of the various installations. A draft NRA for information will be released on or about March 06, 1998 and the NRA which contains a more detailed description will be released approximately 15 days after publication of this notice on the NASA Acquisition Internet Service (NAIS) and on the Commerce Business Daily (CBDNet). A briefing for potential offerors will be held at the Marshall Space Flight Center, Building 4200, Conference Room P110, on March 23, 1998 beginning at 9:00AM -- Copies of the NRA will be available only via downloading from the Internet -- All responsible sources may submit an offer which shall be considered by the agency -- An ombudsman has been appointed, see Note B -- The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or Powerpoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
