Department of Energy is re-competing the contract to provide support
services for the Office of Field Management for the following tasks at
Department of Energy sites nationwide: 1) Independent cost and
operational analysis of conventional energy technologies and sciences
programs including but not limited to: Energy Conservation, Coal
Liquefaction, Fusion Energy Facilities, Crude Oil Refining, Nuclear
Energy, Geothermal Development, Defense Programs Facilities,
Photovoltaics, Mining and Drilling, Nuclear Materials Handling,
Research Laboratory Restorations, Crude Oil and Products Storage, Coal
Gasification, Shale Oil, Chemical Processing, Speciali Materials
Transportation, Fluidized Bed Combustion, Security and Safety
Enhancement, Hydroelectric Power, Particle Research Facilities, Solar
Processing and Storage, Particle Research Facilities, and Solar Thermal
Electric; 2) Independent cost and operational analysis of Waste
Management and Civilian Radioactive Waste Management Programs including
but not limited to: Environmental Restoration (including facilities and
activities for assessing and remediating contaminated sites in
compliance with NEPA, CERCLA, RCRA and other regulatory directives as
appropriate) and Technology Development (project/activities in support
of the waste management and environmental restoration programs,
currently in the areas of groundwater and soils cleanup, waste
retrieval and processing, and waste minimization and avoidance. Task
Areas include: indpendent cost estimating of groundwater assessments
and cleanup; environmental monitoring; environmental management and
planning; hot pond remediation; NEPA documentation assessment; RCRA
mixed waste storage/disposal; chemical releases assessment; RCRA
documentation assessment; sewage treatment plant remediation; waste
avoidance and minimization; treatment of waste and contaminated soils;
asbestos waste cleanup, solidification of waste; and oil contamination
cleanup. The services and analyses are to be provided against these
projects and technologies. The contractor must have experience in
evaluating cost of environmental restoration activities and must
understand the basic provisions of the above laws and directives and
how they impact and drive the cost estimates. The period of performance
for this acquisition will be for five years, this includes a three year
base period and one two-year option period. The solicitation, expected
to be released on or about March 17, 1998, will be a Request For
Proposals (RFP) and is being procured on an unrestricted basis.
Offerors will be required to make an oral presentation of their
capabilities based on the evaluation criteria. Copies of the
solicitation will only be available by downloading from the Internet
from the "Current Business Opportunities at Headquarters Procurement
Services" home page located at address:
http://www.pr.doe.gov/solicit.html. No paper copies of the solicitation
will be made available. Prospective offerors that do not have the
electronic capability to download the solicitation shall submit a
written request (NO FAX) to the Document Control Specialist (HR-543)
for a diskette (Contractor Provided) copy of the solicitation. The
requestor must include a self-addressed stamped envelope and MS-DOS
formatted high density 3 1/2" virus free diskette suitable for
downloading of the electronic solicitation. Offerors who fail to submit
an appropriate diskette, or self-addressed stamped envelope, will not
receive the solicitation. It is the responsibility of prospective
offerors, after receipt of solicitation, to notify the Contract
Specialist of their intent to propose. Without such notification,
prospective offerors will not be informed when amendments and other
