Company, L.L.C.(Contractor), is the Integrating Management Contractor
at the U.S. Department of Energy's (DOE), Rocky Flats Environmental
Technology Site (Site), Golden, Colorado. The Contractor contemplates
awarding a Performance Based Subcontract for Facility Management and
Site Services at the Site based on fair and effective competition. The
awarded Subcontract will consist of both cost reimbursement with
performance incentive fee (Cost Reimbursement) and Firm Fixed Priced
(FFP) provisions. The contemplated performance period of the
Subcontract will be a two year base period and three one year options.
The estimated Subcontract value is $40M to $55M per fiscal year. The
Scope of Work is organized into two categories. Category 1, FACILITY
MANAGEMENT, includes; (a) Utilities, (b) Facility Operations &
Maintenance, (c) Project Management/Construction, (d) Custodial
Services and, (e) Facilities Planning. Category 2, SITE SERVICES,
includes; (a) Food Services, (b) Plant, Roads, & Grounds Maintenance,
(c) Garage Services and fleet maintenance, (d) Traffic Services, (e)
Transportation Services, (f) Laundry Services (hot & cold), (g)
Metrology Services, (h) Administration/Procurement Services, (i)
Property Management & Logistics and, (j) Site Wide Maintenance
(including Electronic Maintenance & Filter Services in Plutonium
Facilities). Each of the forgoing scope elements will either be priced
on a Cost Reimbursement basis or FFP. All Cost Reimbursement work
shall be completely separate from FFP work. Offerors will be required
to propose pricing and technical approach in three ways: (1) ALL scope
elements, (2) Category 1 only and, (3) Category 2 only. This
acquisition is a TWO-STEP PROCESS. The FIRST STEP will determine, on a
go/no-go basis, the Offerors meeting the Pre-Qualification Criteria as
specified below. Offerors submitting responses to this
Pre-Solicitation/Pre-Qualification notice shall provide a cover letter
signed by an authorized company representative which providesOfferor
certifications to the following nine Pre-Qualification criteria and the
information required by item ten below: (1) CERTIFY that Offeror has or
will obtain a minimum "D" water operators license for the State of
Colorado, (2) CERTIFY that Offeror will provide a Certified
Professional Engineer (Company Chief Engineer) in accordance with
DOE-STD-1073-93 (available at
http://cted.inel.gov/cted/qualstd/i&c.html) for both Facilities
Management and Project Management, (3) CERTIFY that Offeror will comply
with Metrology Quality Assurance Accreditation for Primary Standards in
accordance with, 10 CFR 830.120, (4) CERTIFY that Offeror will provide
a Certified Industrial Hygienist (CIH), per OSHA Specifications for
Human Health, American Government's Conference of Industrial
Hygienists, (5) CERTIFY that Offeror will provide a Certified Safety
Professional per OSHA 1926, (6) CERTIFY that Offeror will provide a
Certified Regulatory Environmental Manager or Certified Hazardous
Materials Manager, per Colorado State Environmental Requirement and
RCRA permit requirements, (7) CERTIFY that Offeror has and will provide
Professional Staff with demonstrated experience in managing a radiation
safety program in accordance with either 10 CFR 20 or 10 CFR 835, (8)
CERTIFY that Offeror has demonstrated experience managing contract(s)
valued at a minimum of $50 million, (9) CERTIFY that Offeror's injury
and illness statistics for the last five years demonstrate a total
recordable case rate of 3.5 or less and lost workday case rate of 2.0
or less. If the respective rates are higher for any given evaluation
year, Offeror may provide a written explanation, and (10) Offeror shall
provide a description of all upheld Occupational Safety and Health
Administration violations for the past five years, including corrective
actions. Offerors desiring to participate in this competition must
respond to the step one requirements by providing a cover letter as
required above. As solely determined by the Contractor, the omission or
failure to correctly and satisfactorily certify or respond to any
Pre-qualification criterion, as required above, may result in the
Offeror's elimination from further consideration. No other information,
except as specified herein shall be included in Offerors
pre-qualification submission. The SECOND STEP will be a RFP issued only
to Offerors meeting the Pre-qualification criteria identified herein.
The RFP will identify Cost Reimbursement and Incentive provisions and
firm fixed price provisions. A performance-based incentive fee will be
negotiated on a fiscal year (FY) basis to provide fee for Cost
Reimbursement services as set forth by the RFP. A minimum of 40% of the
FY Subcontract value will be performed by small business of which a
minimum of 20% will be performed by SDB. Offeror's cost proposal will
be applied to a Cost Proxy Model to develop aggregate pricing for
evaluation purposes. Offerors must propose on all RFP scope areas as
listed above to be considered for an award. The evaluation criteria
will be described by the RFP documents. Potential impacts to incumbent
employees will be handled in accordance with Section 3161 of the
National Defense Authorization Act of Fiscal Year 1993 guidelines as
detailed in the Rocky Flats Environmental Technology Site Work Force
Restructuring Plan Three. Only Joint ventures, Limited Liability
Companies, or other SINGLE legal entities as "Offeror" will be
considered by the Contractor. Offeror may utilize lower-tier
Subcontractors as team members or as individual lower-tier
Subcontractors. In order to be considered for evaluation purposes, all
proposed lower-tier Subcontractors shall submit signed commitment
letters as required by the RFP. Contractor may make more than one
subcontract award. Contractor will not pay proposal preparation costs
and makes no warranty as to the total amount of services to be acquired
under the subcontract. Contractor is under no obligation to acquire
services solely from a holder of a subcontract resulting from the

Offeror's Pre-qualification submittals are due by 4:00 p.m. local
