As a result of questions received relating to this action, originally
publicized in the CBD dated March 3, 1998, the following is provided:
Question 1-Is the Technical and/or Cost Proposal subject to a page
limitation? Answer 1-No page limitation is established for preparation
of the technical proposal; however, no advantage will be given for
elaborate technical proposals provided. Question 2-Are the Technical
Proposal and Cost Proposal to be submitted as separate volumes? Answer
2-The technical proposal must be submitted as a separate document. The
cost proposal requested must include, as specified in the March 3, 1998
announcement, a firm fixed hourly wage (fully loaded) for each of the
12 personnel categories for not only the base year, but for each of the
4 potential one- year option periods. Question 3-Is there a key
personnel requirement? Answer 3-No. Personnel support will be on an
as-needed basis and will not be for all personnel categories at one
time. Question 4-What type of contract is anticipated and what is the
projected award date? Answer 4- The Government anticipates awarding a
firm-fixed-price indefinite delivery, indefinite quantity task order
type contract. All task orders issued are subject to the terms and
conditions of the contract award. As scheduling and funding permits,
task assignments will be made by the Contracting Officer via the
issuance of task orders. The hours specified for each personnel
category are estimates only. If the Government's requirements do not
result in task orders in the quantities described as estimated, the
fact shall not constitute a basis for an equitable price adjustment. As
specified at FAR 52.212-1, "Instructions to Offerors-Commercial Items,"
the period of acceptance of offers is 30 calendar days from the date
specified for receipt of offers, unless another time period is
specified in an addendum to the solicitation. The Government intends to
evaluate offers and award a contract without discussions with offerors.
Therefore, the offeror's initial offer should contain the offeror's
best terms from a price and technical standpoint. However, the
Government reserves the right to conduct discussions, if later
determined by the contracting Officer to be necessary. Thus, if
discussions are not held for this procurement, award will be made on or
before 30 Calendar Days from the due date for responses, established as
19 March 1998. Question 5-In the description for CLIN 0006 Research
Analytical Chemistry Technician, the 3rd sentence begins "Experience
for both the Research Immunologist & Research Immunology Technician
shall include..." and continues to list requirements usually associated
with a Research Analytical Chemist. Is this correct or is the reference
to the Research Immunologist & Research Immunology Technician a
typographical error? Answer 5-This was a typographical error. The third
sentence under the description of required Education and Experience for
CLIN 6, Research Analytical Chemistry Technician, is changed to read:
"Experience for both the 'Research Analytical Chemist and Research
Analytical Chemistry Technician' shall include experience in HPLC
and/or GC/MS for the analysis of controlled release pharmaceutical
formulations & demonstrated expertise in method development,
validation, & maintenance & troubleshooting of chromatographic
systems." Additionally, the following is hereby added to and made a
part of this requirement. The Contractor shall initiate no effort until
they are in receipt of a task order executed by the Contracting
Officer. The Contracting Officer's Representative (COR) shall notify
the contractor when a requirement exists for performance of a task
against the contract. This notification shall include the specific
personnel category required, description of work to be performed and a
corresponding performance period (hours) for the identified task.
Within five (5) working days or less, upon its receipt of the
notification for personnel support, the Contractor shall present the
education and experience credentials forproposed personnel. The
Government reserves the right to review credentials presented for
compliance with the minimum educational and experience required for
that personnel category. The Contracting Officer or his authorized
representative will evaluate such credentials and promptly (within
three (3) calendar days) notify the contractor of his/her approval or
disapproval thereof. NOTE TO OFFEROR: To be eligible for award of a
Government contract, the Contractor shall be registered with the
Centralized Contractor Registration (CCR) on or before 31 March 1998.
