R -- EMISSION INVENTORY FOR SOIL AND OTHER COMPONENTS OF PM 2.5 SOL 8D1940NANX DUE 032598 POC Clarence Roberts (919) 541-2344 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source agreement with Desert Research Institute (DRI), 7010 Dandina Blvd., Reno, NV 89512. DRI has unique expertise in the subject of characterizing the emissions inventory for soil and other components of PM2.5. DRI and EPA coauthored both EPA's guidance for PM10 and the Chemical Mass Balance, the principal receptor model relied on for PM analyses. The contractor shall provide support for: 1)Workshop Planning, Preparation and Facilitation, 2)Prepare a Report to Mitigate Problems with Soil Emissions and Modeling, and 3)Plan for Field Activities. The EPA anticipates awarding a Small Purchase for this requirement. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Clarence Roberts at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination of what competition is feasible. If no affirmative responses are received within 15 days of this notice to determined whether a qualified source is more advantageous to the government, an order will be placed with DRI.
