synopsis/solicitation for commercial services prepared in accordance
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and A WRITTEN SOLICITATION
WILL NOT BE ISSUED. This solicitation (F0863798QX517) is issued as a
request for quotation. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-3. This procurement is reserved for small business
concerns, utilizing the size standard in FAR 19 under Standard
Industrial Code 0782, "Grounds Maintenance". The size standard is $5M.
Offerors are to quote on the following line items: Services,
Nonpersonal: Contractor to provide all labor, equipment, tools,
materials, and other items necessary to perform grounds maintenance in
accordance with the Statement of Need listed below, for a period of 6
months. This solicitation also has 2 1-year options. Line Item 0001;
Lawn Care per Statement of Need, Quantity 6, Unit of issue: Month, 1
Apr 98 -- 30 Sep 98. Line Item 0002; Lawn Care per Statement of Need,
Quantity 12, Unit of issue: Month, 1 Oct 98 -- 30 Sep 99. Line Item
0003; Lawn Care per Statement of Need, Quantity 12, Unit of issue:
Month, 1 Oct 99 -- 30 Sep 00. Offerors are to bid on a per month amount
for this job and provide a total yearly amount. Contractor shall
provide all personnel, equipment, tools, materials, and other items
necessary to perform grounds maintenance in accordance with the
Statement of Need. The following is a list of tasks to be accomplished
but is not all inclusive. For a complete listing of tasks, prospective
contractors shall request a Statement of Need. The Contractor shall
provide a contract manager who shall be responsible for the performance
of work. The name of this person, and an alternate or alternates who
shall act for the contractor when the manager is absent, shall be
designated in writing to the contracting officer. The contractor shall
not employ persons for work on this contract if such employee is
identified to the contractor by the contracting officer as a potential
threat to the health, safety, security, general well-being or
operational mission of the installation and its population. The
contractor shall obtain a Base Identification Card for all employees.
The contractor shall perform most of the services required under this
contract during the normal operating hours of the government activity
occupying the area where the services are to be performed. Normal
operating hours on Tyndall AFB are 0700 to 1630. In some areas, due to
the type of operation, or other considerations, grounds maintenance
shall be accomplished at times other than during normal operating
hours. The following is a list of items that will be provided to the
contractor by the facility manager on an "as needed basis"; Grass Seed,
Fertilizer, Lava Rock, Assorted Plants, Landscape Timbers, Fire Ant
Chemicals, and All Parts for Sprinkler Systems (excluding replacement
parts due to contractor damage). Care will be exercised at all times to
allow right-of-way for pedestrian/patient traffic. The contractor shall
maintain a performance schedule that provides the overall approach to
ensure scheduled and unscheduled maintenance activities are
accomplished in a manner that will maintain healthy, disease-free, well
manicured landscapes throughout the contract period. The Contract
Management Plan shall be provided to the government prior to the
contract start date. Mow Grass. Contractor shall take precautions to
prevent scalping, uneven mowing, cutting by equipment, and damage to
trees, shrubs, and sprinkler heads. The contractor shall repair damaged
turf and replace shrubs, trees, and sprinkler heads damaged during
mowing operations. Mow Improved Grounds. Grass cutting shall be
accomplished on approximately 15 acres of improved grounds on an as
required basis to maintain a well manicured appearance. Contractor
shall maintain grass on improved grounds between 2.5 inches to 4
inches. Grass clippings shall be removed. Mow Semi-Improved Grounds.
Grass cutting shall be accomplished on approximately 8 acres of
semi-improved grounds. Contractor shall maintain grass on semi-improved
between 4 inches to 8 inches. Edging, Trimming, Pruning and
miscellaneous. Edging- Sidewalks, driveways, curbs, and other concrete
or asphalt edges located in the improved and semi-improved grounds
areas shall be edged, at least monthly, in order to maintain a well
manicured appearance. Trimming- Grass/weeds shall be trimmed around
trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking
lot bumper blocks, boulders, and other fixed obstacles. Prune-
Trees/Shrubs/Hedges. Clippings shall be removed and disposed of upon
completion of work. All shrubs, bushes, and trees will be trimmed and
pruned, at least once a month, in order to maintain a healthy, mature
and natural height and shape. Shrubs/Hedges shall be maintained at
their natural mature height and shape. Broadleaf evergreens and
perennial flowers shall be pruned annually or as required to maintain
clearances of minimum of 3 inches from buildings, sidewalks, or other
obstructions. Irrigation- Any damage to existing systems by the grounds
maintenance contractor will be repaired by the contractor at no expense
to the government. All equipment and supplies for repairs of this
nature will be the responsibility of the contractor. The contractor
shall provide watering hoses and portable watering devices for
irrigating areas that do not have sprinkler systems. Police Grounds-
All trash and debris will be cleaned from around building 1465 (main
hospital) and 1464 (command building) prior to 0730 daily. Trash
receptacles at both gazebos are to be emptied daily. Specified areas
will require daily removal of all leaves, pine straw, trash, pine
cones, dirt, and other debris from walk, curbs, grass areas, and
roadway. All parking lots and associated curbs, gutters, and islands
will be cleared of all limbs, leaves, clipping or other debris once per
week. Maintain Beds/Planted Areas- Eliminate weeds, fertilize, water,
edge, maintain wood chips or rock levels, and repair or replace damaged
plants in shrub and plant beds and landscape areas identified in
Technical Exhibit 3. All weeds shall be removed or eradicated manually
or mechanically but not chemically unless approved. The government
shall make final determination if herbicides/pesticides are needed.
Contractor shall provide trees and shrubs to replace those lost to
inspect damage, disease, or drought. Removal of shrubs requiring
replacement must be accomplished within 7 work days and replacement be
accomplished within 10 work days. Replacement of trees or shrubs need
not be at the same location where removal occurred. The contractor
shall provide a 1 year warrant for all replacement trees and shrubs.
Areas damaged by contractor vehicles, erosion, drought or
insect/diseases shall be repaired to meet the standards of surrounding
areas. The contractor shall maintain an effective commercial
fertilizer application program for all improved grounds. Only
government approved fertilizers shall be applied in accordance with the
manufacture's instructions. During normal performance of grounds
maintenance duties, identify pests and perform pest control as
directed. Treatment of pests that may damage any portion of grounds
shall be in accordance with installation pest control approved
inventory list, federal and state regulations, and applied by certified
personnel. Landscaping includes planting of new trees, shrubs, flowers,
installation of new beds, i.e. planted or rock, and other tasks
generally associated with maintaining of lawns or grounds. Contractor
personnel shall perform new landscape projects in accordance with the
specifications. Upon notification, the contractor shall perform
Unscheduled Maintenance and Debris Removal required in areas covered
under this contract. Special events may occur each year that require an
extra effort on part of the contractor. These events include, but are
not limited to, VIP visits and inspector general team visits. Grounds
maintenance services may include, but is not limited to additional
mowing, trimming, edging, pruning, shearing, and policing of improved
and semi-improved areas(s). Special Event and Special Attention Areas
shall require special care in that all grounds maintenance requirements
shall be met immediately prior to the event. The contractor will be
notified as soon as requirement is known, but no less than 24 hours
prior to the event. Storms may occur which require unscheduled debris
removal. Here also, extra effort will be required to clear the grounds
of unsightly debris. Upon notification, the QAE or contacting officer
will notify the contractor within a reasonable time after the storm
has passed. The contractor shall commence service within 24 hours of
the next duty day. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. Prospective offerors
will submit their quotations on letterhead stationery, in accordance
with FAR 52.212-1 (b)(1-11). FAR Clause 52.212-2 Evaluation-Commercial
Items will apply to this acquisition. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: Past performance, price. Past
performance and price are considered to be equal as evaluation factors.

Items, applies to this solicitation and resultant contract. The clause
at 52.212-5, Contract Terms and Conditions Required to Implement

Statement of Equivalent Rates for Federal Hires, In compliance with the
Service Contract Act of 1965, as amended and the regulations of the
Secretary of Labor, this clauses identifies the classes of service
employees expected to be employed under the contract and states the
wages and fringe benefits payable to each if they were employed by the
contracting agency subject to the provisions of 5 USC 5341 or 5332.

Pursuant to the Service Contract Act of 1965, As amended, Wage
Determination No. 94-2122, Revision 5, Dated 97 May 19 will apply to
the solicitation/contract contemplated hereby. The following additional
clauses will apply to this solicitation and any resultant contract: FAR

this solicitation. Award will be based on the lowest priced quotation
from a responsible contractor in accordance with FAR 9.104-1. A Site
