bholland@pica.army.mil. The US Army TACOM-ARDEC has a requirement for
a non-developmental item (NDI) to provide illumination for friendly
forces equipped with night vision devices. The IR illuminating grenade
will be employed by individual soldiers in close combat to mark
friendly ground positions and threat targets for signaling, and for use
in military operations in built-up areas by providing IR illumination
in dark rooms and tunnels. This grenade can also be rigged as a trip
flare, warn- ing device, or for employment in decoy operations. The
resultant contract will be a firm fixed price type for 1,000 units,
with an additional 20 inerts and 34 modi- fied, also there will be an
option for up to an additional 17,000 units. A draft Request for
Proposal (RFP) shall be disseminated through the Internet (address:
"http://procnet.pica.army.mil"), issued for industry review and
comment. The significant sections of the draft shall be posted as they
become available. Any and all comments to the draft would be
appreciated within (10) days of their issuance. Upon issuance of the
Final Request for Proposal any prospective offeror will be required to
submit 50 test samples within sixty (60) days from date of publication
of the RFP, at no cost to the Government. Test samples will be
subjected to technical testing and as such will be evaluated and scored
in accordance with the required evaluation criteria that will be set
forth in the RFP. All responses to this notice shall be done so in
