This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Proposals are being requested. Responses should reference Request for Proposal No.1434-WR-98-SS-1002. This synopsis/ solicitation document incorporates the provisions and clauses that are in effect through 97-03. This is a Small Business Set-Aside. The recommended Standard Industrial Classification Code is 3563 with a corresponding size standard of 500 employees. Firms responding should indicate wether or not they are small business, small woman-owned business, small disadvantaged business, or 8(a) business, in accordance with the referenced SIC Code. The U.S. Geological Survey intends to procure, under a firm fixed-price contract a quantity of one (1) AIR COMPRESSOR with the following desired features: capable of being used in off-road desert terrain, under extreme winter and summer wether conditions, with temperatures ranging from 0 to 110 degrees Fahrenheit; must be two-stage, rotary screw design, capable of providing 900 cubic feet of air per minute (cfm) at 350 pounds per square inch (psi) pressure; diesel powered with cold-wether starting kit; blower fans for cooling; air pressure regulator; heavy-duty battery; no-lead starting; mounted on tandem axles or trailer for towing on paved roads and unimproved roads; equipped with instrumentation to include: tachometer, air pressure gauge, hour meter, volt meter, fuel gauge, oil pressure gauge, water temperature gauge, indicators on compressor for oil and air cleaners, discharge temperature gauge, air discharge high temperature shut-down switch, engine coolant high temperature shut-down switch, low oil pressure shut-down switch. Only those vendors that can furnish the air compressor as described herein will be considered. Offerors may propose more than one product that will meet the Government's need. FOB point is "Destination" and delivery is required within 30 days after contract award. Acceptance point is the USGS Idaho National Engineering & Environmental Laboratory in Scoville, Idaho 83415. Proposals will be evaluated on the basis of lowest overall price and minimum technical acceptability.
