An RFP, employing FAR part 12 commercial item acquisition procedures, for the award of an indefinite-delivery-indefinite-quantity contract will be posted in the Open Solicitations section of the Business Opportunities portion of the SPAWAR web site for the purchase of wide-band, super high frequency (SHF) satellite communications terminals and support items such as installation control drawings, spares, factory training, technical manuals, and factory repair of failed items. Internet address http://www.spawar.navy.mil applies, with the RFP entitled "SHF Terminals". Terminals shall include either single or dual tracking antenna(s), radome, and related below-deck equipment. The terminal shall be a shipboard satellite communications terminal operating at C-band frequencies in the SHF band. The terminal shall meet the performance requirements of an INTELSAT Standard G terminal and shall provide communications at information data rates up to 1.544 Megabits per second (Mbps) via an INTELSAT Series V satellite transponder with global coverage. The terminal shall automatically acquire and track INTELSAT, COMSTAR D-4, and PANAMSAT IV satellites while subjected to adverse ship motions up to and including Sea State 6. The terminal shall include single or dual antennas protected by a radome which shall not exceed 162 inches in the plane of the deck or vertical dimension; antenna tracking equipment; transmit and receive equipment; modulation and demodulation (modem) equipment; control, monitor, and alarm equipment; timing and frequency standards; power distribution, cooling, and other ancillary support equipment as required; and software programs conforming to the functional performance requirements. Below deck equipment shall be contained in a cabinet that is no larger than 72 inches high by 36 inches deep by 19 inches wide. The terminal shall operate as a single-antenna system when one antenna is installed or in a dual-antenna mode when two antennas are installed. First year quantity is not expected to exceed six terminals, with a minimum buy quantity of two terminals (total of any combination of single or dual antenna configurations). Three one-year option periods for varying additional quantities will be included. First year delivery requirements are six to nine months after contract award. The date by which proposals must be received to be considered for award will be included with the solicitation posted on the SPAWAR web page. (0069)
