Systems Center Reconnaissance Systems Program Office Contracting
(ASC/RAKBS), Wright-Patterson AFB OH, is requesting proposals for
limited engineering and manufacturing development (EMD) and production
of a ground-based gas collection system called the Automated
Radioxenon Sampler/Analyzer (ARSA). The system will be completely
automated to collect/purify samples of xenon gas, perform on- site
analysis, and provide automated reporting for monitoring treaty
compliance. Interested contractors will be required to further improve
through limited EMD, an ARSA design developed by the Department of
Energy (DOE) and propose an economically manufacturable and supportable
system. Installation of the systems will be required at designated
sites in the United States and U.S. territories. An EMD unit for
initial testing will be required in the Jan 99 timeframe with options
for production of approx- imately 20 units to be delivered by 30 Sep
02. The Contractor will also be required to provide Interim Contractor
Support and Depot Maintenance for a period of two years following
acceptance of the first production unit. It has been determined that
small business can perform this effort and, there- fore, the
procurement has been set-aside, 100%, for small business. A detailed
description of this system can be found on the ASC Pre-Award

98. Only small businesses will be considered for this contract. The
Standard Industrial Classification (SIC) is 3812. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
