commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation F41691-98-R0013 is issued as a Request for Proposal (RFP)
and incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-03. This acquisition is unrestricted, utilizing
the Size Standard in FAR Part 19 under Standard Industrial Code 7342
The Government intends to award a Firm Fixed Price Contract for the
delivery and installation of CLIN 0001 -- Non-lethal, radio-controlled,
automated; programmable bird-deterrent system. The system(s) will
include, but is not limited to the following: System will be capable of
remote control from hand-held radios as well as fixed base control
pads. Each runway environment (east and west) will have two remote,
rechargeable, hand-held controllers as part of the system. Hand-held
controllers will be capable of controlling all stand-alone sound units
from anywhere on the respective side of the airfield. Three fixed
based control pads will be provided, one to be located in Base
Operations, one in the west tower, and one in the east tower. The
control pad in Base Operations will be capable of controlling all units
on both the east and west side of the airfield. The unit in the west
tower will be capable of control of all units on the west side and the
unit in the east tower will be capable of control of all units on the
east side of the airfield. All bird deterrent units will be
stand-alone units, and will be provided in sufficient quantity to
adequately deter bird populations in the runway environments at
Randolph AFB. Stand-alone is defined as: not requiring any outside
power source, relocateable, weather-proof and secure from tampering,
and not requiring regular monitoring. Regular maintenance should be
limited to refueling, if required. Each unit will provide sound effects
designed to frighten birds away, as well as, discourage them from
returning. Acceptable systems include recordings replayed over speakers
and cannon blasts simulating gunshots. The contractor will ensure that
all equipment is in proper working order prior to completion of the
project. Test each component and assembled item of equipment to
demonstrate that it is operating properly and that controls and safety
devices are functioning. Ensure that all stand-alone sound devices can
be remotely controlled from any point on the airfield. Repair or
replace all equipment which is found to be defective or damaged during
installation. The contractor will train government personnel in the
proper use and maintenance of the installed equipment. As a minimum,
one person from each of the following agencies will be trained on care
and use of the systems: Airfield management, Wing Safety, and Air
Traffic Control. FOB destination is required by the Government. FOB
point is 12 OSS/ADO, Bldg 8, Randolph Air Force Base, Texas. The
desired delivery and installation is no later than 7 days after receipt
of contract. Offerors must provide warranty information specific to all
equipment. The following clauses and provisions can be viewed through

past performance and price, with past performance having higher value
than price. Offerors must submit any technical literature on equipment
offered. Please specify your ability to meet the required delivery
date. Offerors must include with their offer a completed copy of the
