The Administrative Office of the U.S. Courts intends to make a sole
source award to Choice Information Systems for their commercially
available SUSTAIN software product. This product will satisfy the
United States Court of International Trade's (CIT) requirements for an
integrated electronic environment that combines a case management
system (ICMS) with electronic case filing and document imaging, for
parties participating in or interested in litigation before the CIT.
The ICMS component of the software is a relational database management
system designed to serve as a central repository of information
relevant to the history of a case commenced in the CIT. The electronic
filing component will provide a mechanism whereby litigants, the court
and the public are able to interact electronically with respect to the
filing, transmission of, and access to pleadings, other papers, orders
and decisions of the CIT in a secure environment. The document imaging
component will provide an electronic viewing link between a docketed
event and the documents that underlies the event, and will provide the
court with a mechanism to take pleadings, other papers, orders and
decisions that appear initially in hard copy and recreate them in
electronic form. After extensive market research, extensive
evaluations, and vendor demonstrations against CIT's requirements,
SUSTAIN was determined to be the only available package that met CIT's
requirements. Choice Information Systems therefore has been determined
to be the only available source of supply that can satisfy the CIT's
requirements. Any interested parties who believe that they currently
have a demonstrable integrated package that provides the functionality
described above should submit detailed functional and technical
capability information, along with pricing information, to the
attention of Mr. Howard Grandier, Administrative Office of the U.S.
Courts, One Columbus Circle, NE, Room 3-170, Washington, DC 20544.
Information received will be considered solely for the purpose of
determining whether or not it is advantageous for the Government to
investigate such a claim and ultimately conduct a competitive
procurement. If a solicitation is issued, an additional synopsis will
be published. Submissions must be submitted to Mr. Grandier at the
above address within 15 calendar days from publication of this notice.
Parties who fail to include the detailed functional and technical
capability information will not be considered. Telephone inquiries will
