The existing National Imagery and Mapping Agency (NIMA) GI Production
Support System requires modification to support three near-term
challenges: year 2000 compliance, Enhanced Imagery system (EIS) storage
management and exploitation, and to provide adequate communications
capability. Services are required to ensure that NIMA maintains access
to existing data in systems that will become obsolete with the year
2000. Various system changes and data migration performed under the GI
production support will be accomplished using the Information Access
Services contract with Harris Corporation on a sole source basis. The
period of performance for this effort is a minimum of 18 months (12
months if NIMA is to meet the OMB recently announced test deadline of
March 1999). This schedule is aggressive and the harm of
non-performance is significant which precludes time for competition.
Harris will expand the existing USIGS Logical Data Model to hold the
data and datasets migrated from Production Management/Segment(PM/S),
which will be stored on the Management Data Library (MDL), the
Information Library Server (ILS), and other systems. The contractor
will accelerate efforts currently under contract for the expansion of
the USIGS Logical Data Model and common client to include data from
HYSAS, ADDS, the expanded DPDB, FFD and other production data. In
conjunction with the expansion of the data model and common client,
Harris will develop the MDL physical data model and common client
interfaces prior to porting the PM/S data to the MDL. See Note (s) :
