Indefinite quantity (open ended) A/E contract, (mechanical, electrical,
industrial hygienist, life safety, barrier free design, utilities
structures, grounds, and asbestos abatement), multi-discipline projects
at the VA Medical Center, Nashville, TN and the Nashville National
Cemetery, Madison, TN for the approximate period from May 1, 1998
through April 30, 1999. This is not a request for proposals. The
services required under contract will involve only the disciplines
mentioned herein and will be implemented through individual/negotiated
orders not to exceed $75,000 each. Services contracted for will be the
preparation of contract drawings and specification for the above
disciplines. The number of orders that will be placed against the
contract is undetermined, however, the cumulative total for all orders
shall not exceed $475,000. Firms may be considered for other A/E
open-ended disciplines for the same period but will not be awarded more
than 1 contract for these type of services for the time period
specified herein. Contractor will be required to have the following
support functions: 1) Spec writer/editor; 2) Drafting/clerical; 3)
Design calculations; 4) Working drawings; 5) As-build drawings 6)
Miscellaneous reports. Selection will be based on the following
criteria which are listed in order of priority: 1) Team proposed --
Background of project manager, other key personnel and consultants; 2)
Previous performance and provided references for the following work
experience in order of priority (a) VA Nashville, (b) Other VA medical
centers, (c) Hospital work, and (d) Proposed design approach for this
project (contract) (describe proposed design philosophy; describe
innovative approaches in production and design; 3) Location and layout
of facilities; 4) Describe experience and capabilities in value
engineering, energy conservation, CAD drafting; 5) Location and layout
of facilities; 6) Cost control; 7) Schedule control; 8) Estimating
effectiveness (submit a summary of the past 2 years which reflects
you're A/E estimate and the bid/award price; 9) Proposed management
plan; 10) Describe any awards for related work. Describe circumstances
and outcome of any litigation that the A/E firm has been involved in
the past 5 years. Indicate type and amount of liability insurance.
Responses must be received by the close of business April 13, 1998.
