C -- INDEFINITE DELIVERY CONTRACT FOR ARCHITECT/ENGINEER SERVICES SOL DAHA23-98-R-0001 POC Kerrey Renkemeyer, Contract Specialist, (573) 526-9550 The Missouri National Guard desires to hire an A-E under an indefinite delivery services contract for necessary design work primarily at Rosecrans Memorial Airport, St. Joseph, Missouri but may extend throughout the state in support of any Missouri Air National Guard installation or Missouri Army National Guard facility. The work shall include furnishing all professional services, labor, materials, and travel required for the complete design and preparation of project documents for all delivery orders per the general requirements of the contract and the specific statement of work for each order. Contract consists of Type "A", "B", "C", Bid Document Reproduction and Code and Criteria Review A-E services. This includes design investigation, site visits and reports, coordination review, consultation and meeting with Government or any other regulatory personnel, technical design analysis, compilation of required data, detailed cost estimate at each submittal phase, contract drawings and specifications during each phase of the Type "B" services, bid documents reproduction, code & criteria review, and technical support and construction inspection during Type "C" services. Anticipated delivery orders may include, but are not limited to: Upgrade Airfield Pavements; Contaminated Soil Remediation to Include Possible Site Assessments, Testing and Monitoring; Update Base Comprehensive Master Plan; Replace Gas Mains; Addition and Alteration of The Fuel Cell; Provide Fire Suppression System in Warehouse; Provide Access Road for POL; Alter/Repair Base Fire Station; CATM Training Dacility; Alter/Repair Avionics Facility; Air Traffic Control Facility; Consolidated Base Supply Facility & Base Communications Facility; Repair/Replace Water Mains; Revitalize Newlon Hangar; Repair/Replace Roads, Parking Lots and Sidewalks; Alter/Repair Base Sanitary Sewer System; Alter/Repair Base Storm Water System. Performance period for this contract shall be 365 days from date of award with an option to extend for five additional 365-day periods. Total duration of this contract, including exercise of any options, shall not exceed six (6) years. The Government guarantees a minimum of $5,000 of work. Orders shall not exceed $2,000,000 in each 365-day period. Individual delivery orders shall not exceed $300,000, with the exception of four projects. Two of these projects consist of airfield pavement delivery orders, which shall not exceed $900,000 each. These two pavement projects may be executed during the first year. The remaining two projects are for new facilities, an Air Traffice Control Facility and a Consolidated Base Supply Warehouse. There delivery orders shall not exceed $500,000 each. These two projects will not be executed during the initial year of this contract. Criterial to be used in the evaluation and election of the A-E firms will be rated in the following categories, listed in descending order of importance: (1) Professional Qualifications Necessary for Satisfactory Performance of Required Services. (2) Specialized Experience and Technical Competence in The Type of Work Required, Including, Where Appropriate, Experience in Energy Conservation, Pollution Prevention, Waste Reduction, and The Use of Recovered Materials. (3) Capacity to Accomplish The Work in The Required Time. (4) Past Performance on Contracts With Government Agencies and Private Industry in Terms of Cost Control, Quality of Work and Compliance with Performance Schedules. (5) Location in The General Geographical Area of The Project And Knowledge of The Locality of The Project -- St. Joseph, Missouri will be used as the project aread for this selection. (6) The Volume of DOD and Air National Guard Work in The Past 12 Months.
