Contracting Officer, (208) 476-4541 Desc: The Clearwater National
Forest, USDA, plans to enter into a contract negotiation with an
Architectural -- Engineering (A-E) firm for the design of recreation
and visitor facilities at Lolo Pass, ID. This project is a partnership
effort between the USDA Forest Service and the States of Idaho and
Montana to upgrade existing recreation, rest area and visitor center
facilities, to make them safer and more efficient for public use. The
new facilities will be located on approximately 4 acres and will
include a visitor welcome and interpretive center, public rest rooms,
warming shelter, picnic tables, maintenance residence, parking areas,
restored stream and wetlands, indoor and outdoor interpretive exhibits,
trailhead facilities, and a short loop trail. Work will also include
relocation of existing visitor center structures nearby and relocation
and redesign of the highway adjacent to the site. All structures at
the site will be designed to emulate a regional historic log
architecture prototype. TheA-E firm selected for this project will be
required to furnish design services including design concepts,
alternative designs, working drawings, and specifications. The
estimated cost of construction is 2.5 million. Estimated start and
completion dates are June 1998 and March 1999 respectively, including
review periods. Evaluation of firms will be made on the following
criteria, each element being of equal importance: A) Professional
qualifications necessary for satisfactory performance of required
services. The selected A-E will have professional registration (for the
architect and all engineers of record) in the State of Idaho. If the
A-E is registered in States other than the State of Idaho, then they
will be required to obtain registration in the State of Idaho by
reciprocity or by comity for purposes of making submission of plans to
State and local officials for review; B) Specialized recent experience
and technical competence in the type of work required by the team to be
assigned to the project; i.e.,experience in design of log structures,
stream restoration and native plant landscapes, interpretive displays,
parking area development and highway construction; C) Capacity to
accomplish the work in the required time; D) Past performance on
contracts with Federal agencies and/or other clients in terms of cost
control, quality of work, history of client satisfaction, and
compliance with performance schedules; E) Describe the structure,
members, roles, experience and qualifications of the team assembled to
perform the work; F) Location in the general geographical area of the
project and knowledge of the locality of the project. A-E firms which
meet the requirements described in this announcement are invited to
submit complete, updated Standard Forms 254, Architect Engineer and
Related Services Questionnaire, and 255, Architect-Engineer and Related
Services Questionnaire for Specific Project, under this Solicitation
No. R1-5-98-10 to the Clearwater National Forest, USDA, 12730 Highway
12, Orofino, Idaho 83544,by 5 P.M. PST, April 13, 1998. A-E firms
utilized by the prime A-E must also submit complete Standard Forms 254
and 255. Only one copy of each form is required. In Block 10 and an
addendum thereto, if necessary, state why your firm is specially
qualified based on each of the above selection evaluation criteria. Any
SF-254 and SF-255 Forms received after the exact time set for receipt
will be handled in accordance with FAR Regulation, Paragraph 15.208.
