This project will consist of a base year and four option years.
Contractors are to submit their Standard Forms 254's and 255's covering
the selection criteria to my office by March 30, 1998, local time 4
P.M. STATEMENT OF WORK: To provide on-site technical support in
technology development, technology transfer and training tasks to the
USDA Forest Service, Remote Sensing Applications Center in Salt Lake
City, Utah. The technical area includes applications of remote sensing
and associated technologies to forest resource management, assisting
in developing guidelines, and conducting awareness and training for the
integration of remote sensing into resource data collection. Tasks to
be done under the guidance of the remote sensing steering committee.
Please address the following evaluation criteria in preparing your form
254 and 255. 1. Demonstrated current capability and past performance,
at the expert level, in providing operational technical support for
following activities in integration of remote sensing into resource
data collection: (a) conducting demonstration and development projects,
(b) developing guidlines, (c) developing and providing awareness
training, (d) coordinating diverse groups at professional and technical
level in meeting project work. 2. Knowledge, skills and ability (as
expressed in formal education/training and experience) in
forest/natural resources management. This applies to the Program
Coordinator and other Contractor personnel. 3. Qualifications and
availabilty of the Program Coordinator and other personnel to meet the
overall technical objectives, emphasizing experience in projects
planning and management in the area of applications of Remote Sensing,
GIS and associcated technologies to resource management. 4.
Communication skills-demonstrated experience in technology transfer or
related activities that require frequent written and verbal reports
and presentations at management and technical levels. 5. Current
qualifications to meet security requirements. 6. Demonstrated
knowledge, skills and experience in information management, specially
