prepared in accordance with FAR Subpart 12.6, and supplemented with
additional information. Responses should reference RFP
1434-WR-98-SS-1001.Provisions and clauses are in effect through FAC
97-03. This procurement is unrestricted to business size. The SIC Code
is 3537 with corresponding size standard of 750 employees. Offerors
should indicate business size relative to the SIC Code.USGS intends to
procure, under a firm fixed-price contract a quantity of one (1)
TRUCK-MOUNTED WIRELINE CORE-DRILLING RIG. Fob point is "Destination".
Delivery is required within 30 days after contract award. Inspection
and acceptance point is the USGS Idaho National Engineering &
Environmental Laboratory in Scoville, Idaho 83415. The provisions at
FAR 52.212-1, Instructions to Offerors -- Commercial Items, and FAR
52.212-2, Evaluation -- Commercial Items, apply to this
acquisition.Please include a completed copy of the provisions at FAR
52.213-3, Offeror Representations and Certifications -- Commercial
Items with offer. Copies of this provision may be obtained by
contacting the Contracting Officer. The FAR Clause at 52.212-4,
Contract Terms and Conditions -- Commercial Items, and at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items apply to this acquisition. Under
FAR 52.212-5, paragraph (b), this contract will incorporate by
reference; 52.203-6, Restrictions on Subcontractor Sales to the
Government, with Alternate I; 52.203-10, Price or Fee Adjustment for
Illegal or Improper Activity; 52.219-8, Utilization of Small Business
Concerns and Small Disadvantaged Business Concerns; 52.225-3,
Buy-American Act; and, 52.225-18, European Union Sanction for end
Products. Proposals will be evaluated on the following criteria in
descending order of importance:(a) conformance to the specifications
contained in the RFP.(b) quality of system components (torque ranges,
rotation ranges, circulation, bit weight, lifting capacity, truck,
drill steel, core barrels).(c) demonstrated capability of the vendor to
produce the truck-mounted wireline core-drilling unit.(d) capability to
provide timely field support.(e) ability to provide replacement parts
and major component end-items.(f) product compliance to OSHA and
industry standards.(g)price. The Government may award without
discussion. Proposals must be received in this office by 4:00 p.m. PST,
