set-aside. All responsible sources may submit a quotation. This is a
combines synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a separate written solicitation will not be issued. Solicitation number
N62254-98-Q-0011 applies and is issued as a Request For Quotation. This
solicitation document and incorporated provisions and clause are those
in effect through Federal Acquisition Circular 90-41 and Defense
Acquisition Circular 91-10. The standard industrial code is 355 and the
business size is 500 employees. This requirement is for a fixed price
contract for one line item as follows. Line Item 0001: Quantity 1 Each;
Item Description: Hydraulic drive, must be able to clean up to seven
(7) acres an hour, 6" wide conveyor, 1-1/2" cubic hopper, must be able
to lift up to 3700 pounds of material and dump its contents
hydraulically. Cleaning depth adjustable to 6". Must be able to remove
broken glass, plastic, syringes, cigarette butts, pop-tops, straws,
cans, tar balls, stones, sea grass, sea weed, dead fish, small pieces
of wood, etc. Approximate dimensions: 7'6"H x 13'1"L x 7'6"W, Tires:
36x13.5x15 high flotation design. Delivery is required 21 days after
award of contract to be delivered FOB Destination to: LATHROP, CA 95331
for final deliver to FPO AP 96370-1150 destination. Acceptance shall be
made at final destination. The provision at FAR 52.212-1, Instructions
to Offeror -- Commercial Items applies. Addendum to FAR 52.212-1:
Paragraph (h), Multiple awards -- Delete entire paragraph and
substitute "Award. The Government plans to award a single contract
resulting from this solicitation." The provision at FAR 52.212-2,
Evaluation -- Commercial Items applies. Addendum to FAR 52.212-2: Add:
"The government intends to make a single award to the responsible
contractor whose quotation is the most advantageous to the government
considering price and price-related factors. This solicitation will be
evaluation on the following factors: Price and delivery time." The
provisions at FAR 52.212-3, Offeror Representation and
Certificates-Commercial Items applies. The provisions at FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items applies. Addendum to
FAR 52.212-4: Paragraph (o) Warranty -- Add: "Additionally, the
Government will accept the contractor's commercial warranty." The
provisions at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items applies with
the following applicable clauses for paragraph (b): FAR 52.222-26,
Equal Opportunity; FAR 52.222-35, Affirmative Action for Special
Disabled and Veterans; FAR 52.222-36, Affirmative Action for
Handicapped Workers; FAR 52.222-37, Employment Report on Special
Disabled Veterans and Veterans of the Vietnam Era. The provisions at
DFARS 252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Applicable to Defense Acquisition of
Commercial Items applies with the following clauses applicable for
paragraph (b): DFARS 252.225-7012, Preference for Certain Domestic
Commodities; and DFARS 252.225-7001, Buy American Act and Balance of
Payment Program. Quoters are required to complete and include a copy of
the following provisions with their proposals: FAR 52.212-3, Offeror
Representation and Certificates-Commercial Items. Also, Buy American
Act and Balance of Payments Program Certificate. Quotations must be
received no later than 4:00 PM, Japan time, 31 March 1998. Quotations
must be in writing and will be accepted by mail, fax or e-mail:

mail, faxed or e-mailed will be considered to be hand carried and
direct delivered. Hand carried quotations must be delivered directly to
Building 3595, Kadena AB, Okinawa, Japan. Direct delivery of offers is
only possible during weekdays, excluding federal holidays, between the
hours of 8:00 am and 4:00 pm. Anticipated award date: 06 APR 1998.
