notice for commercial items prepared in accordance with the subparts in
Federal Acquisition Regulation 12.6. Solicitation number Request for
Quotation 673-76-98 is assigned and shall be referenced on any request
for solicitation. Solicitation shall be issued on March 23, 1998.
Award of a contract shall be as soon as practicable after that date.
The James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd.,
Tampa, FL 33612 intends to negotiate a Sole Source contract with
American Telecare, Inc. for Telemedicine. The contractor shall provide
the following capabilities integrated through standard telephone
lines: interactive video communication between nurses, clinical
patients, and their family and/or other health care givers: Assessment
of speech, mood, alertness, certain neurological tests, gross
examination of wounds, examination of insulin syringes, intravenous
therapy pumps, thermometers, et., blood pressure and pulse,
Auscultation of heart and lung through ATI's proprietary Caretone
telephonic stethoscopes, telechart- windows based electronic patient
record system, cellular connection to the system as may be required.
The system shall have integrated video telephone capabilities with
personal computer based automation, monitoring, and trending
capabilities-and the listening end of the telephonic stethoscope. Core
requirements for this systems are: must be of reasonable size,
lightweight, and portable, so that a nurse can transport the
Telehomecare Patient Station System. (TPSS) To the patient's home and
easily install the TPSS in the patient's home. The TPSS must be easy
for the patients to operate ad require minimal in-service training time
by the nurse. The TPSS and the Telehomcare Central Station System
(TCSS) must work over ordinary telephone lines. The TPSS must provide
an FDA cleared telemedicane module containing at least the following:
a) Live (real-time) FDA cleared telephonic stethoscope that functions
over ordinary telephone lines with minimum/maximum frequency range of
20-500 Hz. b) Simple color-coded patient controls to facilitate
compliance with caregiver directives. C) An FDA cleared blood pressure
and pulse meter, + 3mmHg or 2% accuracy whichever is greater, + 5%
pulse. The TPSS and TCSS must include an interactive (2-way) H.324
standard based video conferencing system with snap shot capability that
functions over ordinary telephone lines. The TCSS must include a
clinical information system with charting, scheduling, and reporting
capabilities. The clinical information system must include. a)
Admissions information, b) Diagnosis, c) Medication schedules d)
Physician orders e) Recording of vital signs, f) Trending of vital
signs. This contract is indefinate quantity. Requests for solicitations
