Model 283 High Speed Electromechanical Potentiostat/Galvanostat shall also include the following : (1) Model 250 Research Electrochemistry software, (2) Model 1025 Frequency Response Detector, and (3) Model 398 Electrochemical Impedance Spectroscopy. The Potentiostat/Galvanostat System shall have the following specifications: (1) fast scan rates of 100,000 V/sec with external waveform generator, (2) capable of measuring impedance up to 10 (to the 13th power) ohms, (3) capable of measuring impedance at frequencies up to 5 MHZ, (4) voltage operating range +/- 8 V, and (5) current range of 9 decades from 100 mA to 1 nA. It is the intent of the government to award this contract to EG&G Instruments, Inc., 801 S. Illinois Avenue, Oak Ridge, TN, on a sole source basis pursuant to FAR 6.302-1. Extensive market research has demonstrated that there is only one responsible source capable of meeting the specifications required. EG&G Instruments, Inc. is the sole manufacturer and distributer of the Model 283 High Speed Potentiostat/Galvanostat System. Interested persons and or responsible businesses that recognize and can produce a system with the above specifications are encouraged to identify themselves and give written notification and provide supporting evidence to the contracting officer within fifteen (15) calendar days after publication of this synopsis. The final determination by the government not to open this requirement to competition, based on any information provided, is solely within the discretion of the government.
