synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is being issued
under Request for Quotation #886875 under SIC 3571, incorporates
provisions and clauses in effect through Federal Acquisition Circular
(FAC) 97-04, and this is not a small business set-aside. The FBI wishes
to purchase an initial quantity of 900 single configured turn-key,
mid-tower micro-computers with options for additional units. The total
initial quantity plus option quantities shall not exceed $5,000,000.00
dollars. Description of requirements are as follows: Mid-tower ATX form
factor, 300MHz Intel Pentium II-Base CPU,PCI Bus Motherboard, 6
expansion slots (4 ISA/PCI shared, 2 PCI), 6 total drive bays (2 each
3.5" and 4 each 5.25" half-height), 7 I/O ports (1 each P/S2 keyboard
and mouse, 1 each parallel, 2 each RS232C serial and USB), 512KB level
2 cache, 64MB SDRAM; upgrade able to 384MB, Video controller with GL
chipset, 4MB VRAM, 4GB EIDE internal hard disk (single unit), 3.5" 120
MB internal floppy drive, Internal EIDE 16X CD-Rom drive, 16-bit
Soundblaster or compatible sound card with 2 external 25W stereo
speakers, 17" (15.6" viewable,.28mm dpi)SVGA color monitor with 6'
power cord and 6' adapter cable, Windows 95 104-key style keyboard with
PS/2 connector, 2 button serial mouse with PS/2 connector, 200W, 120V,
60Hz, AC power supply with grounded UL listed 6' power cord, 1
installed Racore M8158 PCI Fiber Optic Token Ring Adapter, Must be MS
Win 95, MS Win NT, Novell Netware 4.1, FCC Class B, Year 2000, Energy
Star and IEEE 802.5J compliant. All turn-key systems, including
options, shall be delivered, via FOB Destination, within 30 days of
award to FBI Offices across the CONUS. The following FAR
clauses/provisions are applicable to this acquisition: (a)52.212-1,
Instructions to Offers-Commercial Items applies; (b)52-212-2
Evaluation-Commercial Items: The following factors shall be used to
initially evaluate offers: price, past performance, and technical
conformance; (c )52.212-3, Offeror Representations and
Certifications-Commercial Items, Offeror shall include a completed copy
of this provision with its offer; (d) 52.212-4, Contract Terms and
Conditions-Commercial Items; (e)52-212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items.
Additional contract requirements are as follows: (a) A systems unit
shall be available for FBI test bed certification within three days of
apparent award notification, with final award dependent on the unit's
successful completion of the FBI's test bed certification process.
Test bed certification is determined by the ability to pass tests in
automation applications (Corel WordPerfect, Microsoft Excel, Microsoft
Access, Lotus Freelance), and LAN/WAN compatibility (fiber optic token
ring adapter-Racore Model M8158, Novell Netware 4.1,TCP/IP, 3270 SNA
emulation). In order to limit proposal costs, the FBI will only test
the apparent technically acceptable lowest priced system. The FBI shall
provide the Racore token ring card and all software during the testing;
(b) Warranty shall be 1 year, parts only, to be consigned to the FBI's
current maintenance provider, within thirty calendar days of order
receipt for equipment. Consigned parts will be based on information
provided by offeror, and confirmed with the FBI contractor regarding
past failure rates percentages on similar equipment. The mid-tower
microcomputers must be able to meet a four year life cycle with the
manufacturer's parts available during that time, either in the original
configuration or as technical upgrades that meet the FBI's technical
infrastructure. Parts that fail to meet the FBI's current
infrastructure may be returned to the manufacturer for credit or
replacement with a viable alternative; (c ) Dead on Arrival (DOA)
equipment shall be replaced within 48 hours of report to the
contractor. DOA equipment may be reported anytime within 10 days of
final delivery to the required FBI destination; (d) the FBI shall have
the option of selecting the appropriate operating system (latest
version of Microsoft Windows 95 or Microsoft Windows NT) at the time of
order (both initial order and any optional orders). The vendor must
provide all media (CD-ROM), documentation (hard copy and/or CD-ROM),
and license, as well as provide all hardware manuals with each system,
to include motherboard specifications, video and any graphics
accelerator operating manuals, monitor manual, drivers manual, etc.)
Selected software shall be installed by the offeror prior to delivery;
(e) All shipments shall be clearly labeled with full shipping
addresses, name and phone number of point of contact, and purchase
order/line number; (f)All invoices, regardless of shipping location,
shall be sent to the COTR in the Washington DClocation. All invoices
shall have product serial numbers, licence numbers, quantity, and
location of shipment; (g) After completion of each order a final
summary delivery document shall be provided to the Contract Specialist
detailing all shipping locations, quantity shipped/serial numbers,
dates of product shipment, and individual invoice numbers for each
order. All offers are due by 12 noon EST 03/26/98. Faxed offers are
