Subject to final approval, the Bureau of the Public Debt (BPD/Public Debt) intends to acquire, on a sole-source basis through Compuware Corporation, Information Technology (IT) software, maintenance, and CPU group upgrade licenses for a systems life through September 30, 2008, for the following software currently installed on the Amdahl 5995 Model 2570M mainframe computer: Abend-AID for MVS; Abend-AID for IMS; Abend-AID for DB2; File-AID for MVS; File-AID for DB2; File-AID for IMS; Xpediter for IMS; Xpediter for TSO; Xpediter for Database Support; Xpediter for CICS; CICS Abend-AID/FX; and CICS Abend-AID/DB2. These software products are used for debugging of batch and on-line programs as well as file and database manipulation. The specific requirements which proposed alternative products must meet are available for viewing on BPD's internet web site at http://www.publicdebt.treas.gov/oa/oaproc51.htm. All affirmative responses must be in writing, must be accompanied by clear and convincing evidence to clearly show compliance to the requirements. No solicitation document is available. A request for documentation will not be considered an affirmative response. If no affirmation written response is received, within 15 days after publication of this notice, to the effect that comparable item(s)/services is/are available, and that it is more advantageous to the Government than obtaining these items/services through a sole-source contract, a sole-source award will be made.
