Administration (SSA) intends to evaluate the benefits of using dynamic
microsimulation models to assist in performing cost and distributional
analysis on Social Security solvency proposals. SSA intends to purchase
the rights to an existing microsimulation model, including appropriate
technical support. SSA will perform a hands-on evaluation of the
model, with the goal of determining if SSA should bring the model in on
a long-term basis. The microsimulation model must have the following
functionality: 1) a robust Social Security sector with the capacity to:
a) model the three scenarios for restoring SSA's financial solvency as
presented by the Advisory Council on Social Security, b) evaluate
earnings sharing proposals, and c) analyze the money's worth for
individuals and various demographic groups. 2) Treats individuals and
families as fundamental economic units. 3) Is modularly structured so
that modifications can be made to single modules without compromising
the overall model's integrity. 4) Uses current information. 5) Has
adequate documentation. 6) Is a commercially available off-the-shelf
product. SSA knows of only one dynamic microsimulation model that meets
all of the above requirements; Corsim, which is owned by Strategic
Forecasting, Inc. Any responsible firm that has the capability to
provide this requirement to SSA may send complete information
discussing such capabilities; i.e., descriptive literature/brochures;
and, if applicable, GSA Schedule information. Please refer to WTO98DMM.

synopsis only. Respondents will not be notified of the results of the
evaluation of the source data received. No cost or pricing data is
required or requested. This is not a request for proposal and requests
for copies of a solicitation will not be honored or acknowledged.
Interested partiesmust respond in writing within 15 calendar days from
the date of this publication. If after 15 days of this Notice no
viable responses have been received, SSA shall negotiate with Strategic
Forecasting, Inc. on a sole source basis for its proprietary software
