to issue a draft Request for Offers (RFO) which is designed to solicit
industry comments to a proposed design and build performance based
contract for approximately 112 composite blade assemblies. These will
be used in the 40X80X120ft wind tunnel at NASA's Ames Research Center,
Moffett Field, California. The blades will be installed in the
tunnel's six drive fans, each of which is approximately 40ft in
diameter with a rated drive power of 22,500hp per fan. Each fan blade
is approximately 13ft long, with an average width of approximately 4ft
and a maximum thickness of approximately 8 inches. Requirements for
geometry, aerodynamic shape, facility interface, design loading,
environmental conditions, and fatigue life will be supplied by the
Government. NASA intends to select a contractor that has proven ability
and expertise to perform all phases of the contract, from conceptual
design through production. Interested offerors are invited to review
the draft solicitation and return any comments no later than March 31,
1998. The electronic draft is contained in 4 documents entitled,

comments may be mailed to: NASA-Ames Research Center, Attn: Mark

entitled, "Response to Draft RFO". After consolidation of industry
comments, NASA/ARC plans to issue its final Request for Offers (RFO) to
this presolicitation notice by April 30, 1998. The due date for receipt
of phase one offers will be stated in the solicitation. The provisions
and clauses in the RFO are those in effect through FAC 97-03. Web site

small business set-aside. See Internet Note "1". The SIC code and the
small business size standard for this procurement are 3087 with 500 or
fewer employees respectively. The offeror shall state in their offer
their size status for this procurement. The DPAS rating for this
procurement is DO-09. If the end product(s) offered is other than
domestic end product(s) as defined in the clause entitled "Buy American
Act -- Supplies," the offeror shall so state and shall list the country
of origin. Offerors shall provide the information required by FAR
52.212-1 "Instructions to Offerors-Commercial Items". See addenda to
FAR 52.212-1 (in the solicitation) for additional information.
Selection and award will be in accordance with FAR 52.212-2 as stated
in the solicitation. This procurement is designed to be conducted in
two separate evaluation phases: 1) NASA will select up to three firms
who, based on their past performance and proven abilities, have
excelled in designing and building composite structures similar to the
fan blade assemblies described in the solicitation. Each selected firm
will be awarded a concept design contract in the amount of
approximately $200,000 as consideration for preparing a unique design
approach for the manufacture of the required fan blade assemblies. 2)
NASA will then downselect one of these three firms to build the
required fan blade assemblies based upon the selected firm's own unique
design approach in accordance with NASA's performance design and
evaluation criteria. FAR 52.212-3 and 52.212-4 and 52.212-5 are also
applicable. See addenda noted in the solicitation for additional
information. Offerors must include completed copies of the provision at
52.212-3, Offeror Representations and Certifications -- Commercial
