Contracting Officer, 301/713-0823 The National Oceanic and Atmospheric
Administration (NOAA) has a requirement for the demonstration of a
ground-based Light Detection And Ranging (LIDAR) system capable of
measuring winds to the following accuracy and coverage requirements:
Measurement Range: Surface to 20 kilometers; Global Horizontal
Resolution: 200 kilometers; Vertical Resolution: 0.25 kilometers
(Boundary layer), 1 to 2 kilometers (Above boundary layer); Measurement
Accuracy: <3 meters/second. Additionally, the LIDAR system must be
capable of determining winds in atmospheres of both low and
high-aerosol density. Furthermore, the LIDAR system must be built in a
manner such that it is compatible with flight on a light-weight
satellite. The demonstration shall take place within 12 months after
contract award. The funding available for this acquisition is no more
than $2,000,000. NOAA intends to negotiate this acquisition on a sole
source basis with Michigan Aerospace Corporation pursuant to Title 41
United States Code, Section 253(c)(1). Michigan Aerospace Corporation
is the only source known to have built, or to have under development,
a LIDAR system which may be demonstrated to prove it can meet all of
