and Development Center intends to acquire Human Factors Support
Services for the purpose of understanding the causality of human error
within the maritime environment and developing rational approaches to
reduce the number and severity of marine accidents. Services include
human factors research, development, test, evaluation, and analysis for
use in all Coast Guard mission areas. This work requires a broad
background in human factors, experimental psychology, sensation and
perception, cognitive psychology, risk assessment and management
methodologies, modeling, and statistics. Task efforts may involve the
application of human factors to hardware and software design,
methodologies, techniques, procedures, and regulations. Also included
is the collection and analysis of data to characterize risk and
ascertain the level of safety and performance on maritime vessels,
facilities, and in Coast Guard operations. Scope includes application
of human factors to the development and evaluation of operational
procedures and protocols, training and testing procedures, the
specification, design, development, and evaluation of new and existing
hardware and software tools and systems, prototype development, system
training, and operational support. The Coast Guard will issue the
proposed acquisition using full and open competition procedures and
will evaluate offerors' proposals on the basis of best value. The
evaluation may result in multiple awards if the Coast Guard determines
that it is economically advantageous. All responsible sources may
submit an offer, which the Coast Guard will consider. The Standard
Industrial Code for this acquisition is 8711. The Coast Guard intends
to award an Indefinite Delivery/Indefinite Quantity type contract with
Cost Plus Fixed Fee provisions. The period of performance will be two
years with three one-year options. The estimated level of effort is
14,825 hours per year, totaling an estimated 74,125 hours over a
five-year period. Interested parties must request the solicitation in
