Bettis consists of approximately 2,700 employees who perform design and development work for the Naval Nuclear Propulsion Program at Bettis' Pittsburgh and Idaho sites. The Department of Energy and the Department of the Navy plan to issue a joint solicitation that will result in award of two contracts to a single offeror -- a Department of Energy contract for management and operation of the laboratory, and a Department of the Navy contract for design, development, improvement, maintenance and training for operation of naval nuclear propulsion plants. Interested parties must meet the following minimum requirements: (1) ability to obtain a DOE or equivalent U.S. Government agency facility security clearance; (2) agree to offer employment to all current (at the time of contract award) Laboratory personnel at base salary/pay rates and benefits equivalent to the base salary/pay rates and benefits they are receiving at the time of offer of employment; (3) no organizational conflict of interest as the term is defined in Subpart 9.5 of the Federal Acquisition Regulation, or a satisfactory mitigation plan as determined by the Government to resolve an organizational conflict of interest; (4) accept without deviation all Federal Acquisition Regulation, Department of Energy Acquisition Regulation, and Department of Defense Federal Acquisition Regulation Supplement provisions of the RFP; and, (5) submit a proposal for both the NAVSEA and DOE requirements. The successful offeror will be required to establish a separate legal business entity, namely, a wholly-owned subsidiary incorporated by the offeror to perform the two contracts to be awarded hereunder at the Bettis facilities for the Naval Nuclear Propulsion Program, in which the offeror as the parent company shall, during the term of the contract, own all outstanding shares. The period of performance of the contracts resulting from this solicitation will be from October 1, 1998 or date of award if later, through September 30, 2003. Each will contain an option for an additional five year period of performance. A specific release date for the RFP has not yet been established. However, it is currently planned for release in late March/early April 1998. The solicitation will be released in electronic form only, at the following World Wide Web address: http://www.contracts.hq.navsea.navy.mil/ (0070)
